Understanding the Wells Fargo Technical Assistance Impact Scorecard (ver. 2021)

Wells Fargo is donating roughly $420 million to help small businesses impacted by COVID-19 keep their doors open, retain employees, and rebuild. Through the Open for Business Fund, Wells Fargo is supporting Community Development Financial Institutions, or CDFIs, and nonprofits across the U.S. to provide much needed capital, technical support, and long-term resiliency programs for small businesses with a focus on women and diverse entrepreneurs as part of fostering an inclusive recovery. In this FAQ we will discuss the technical assistance impact questions asked by Wells Fargo of all grant recipients.

It should be noted that some line items are not natively available within Neoserra such as determining living wage for each job created; and some line items will require a secondary action. Line items that require a secondary action are noted below.

Technical Assistance Questions

Many of the line items in this section are focused on "businesses". In other words, some of the line items in this section do not include information on pre-ventures. The line items in this section include:

  • # of small businesses receiving technical assistance services
    • This line item counts all clients (pre-venture as well as in-business clients) who have received either reportable counseling or training assistance during the reporting period.
  • # of hours of technical assistance received
    • This line item counts the total reportable time spent counseling or training clients (pre-venture and in-business clients).
  • # of small businesses preserved
    • Since there is no formal definition of the term "preserved" Neoserra will count all start-up and in-business clients who have received either reportable counseling or training assistance during the reporting period. Pre-venture clients are expressly excluded from this calculation.
  • # of new small businesses created
    • This line item will count all new business starts during the period using the SBA definition for business start.
  • ACTION: Run NAICS Report on Line Item Total
    • As noted, this line item will require a secondary action. The line item simply reports all clients (pre-venture and in-business) that have been counseled. Upon generating the scorecard you will need to click on the line item and then run the NAICS Breakdown report.
  • # businesses served less than 10 employees, not sole-proprietors
    • This line item will count all in-business clients with less than 10 employees who are not sole-proprietors and who have been counseled or trained during the reporting period.
  • # sole proprietorships served
    • This line item will count all in-business clients who are sole-proprietors and who have been counseled or trained during the reporting period.
  • # businesses served less than $1 million revenue
    • This line item will count all in-business clients who have been counseled or trained during the reporting period, and who have between $1 and $1,000,000 in annual revenues.
  • # businesses assisted in navigating federal, state and local financing
    • This line item will count all clients (pre-venture and/or in-business) who have received counseling assistance in any of the following system-defined areas of assistance:
      • 504 Loan
      • 7(a) loan
      • Covid Economic Injury Disaster Loan
      • COVID-19 Financial/Capital
      • COVID-19 Loan Forgiveness
      • Export Loan
      • Financing/Capital
      • Microloan
      • Other Grant
      • Other Loan
      • Other SBA Disaster Loans
      • Paycheck Protection Loan/Forgiveness
      • Shuttered Venues Grant
      • State/local grant

Technical Assistance Impact Questions

The second section of the scorecard focuses on impact:

  • # businesses served who experienced sales growth
    • This line item counts all clients who had a change in annual revenues during the reporting period.
  • # businesses experienced growth in employees
    • This line item counts all clients who had a change in full-time or part-time staff during the reporting period.
  • # jobs created or retained
    • This line item uses the SBA calculation for jobs supported.
  • Of jobs created/retained, # including health care benefits (ACTION)
    • Neoserra does not natively track whether the client provides health care benefits. If this is a measurement you want Neoserra to calculate then you will need to create a user-defined field on the client record:

      It is important to verify that the mathematical expression is updated to include your new filter parameter. Verify (in green) that all filter criteria are enumerated. Unless you modify this scorecard line item, you will not get accurate results.

Technical Assistance services provided

This section breaks down the areas of assistance provided in the one-on-one counseling. This section does not include a breakdown of training topics. The specific areas itemized include:

  • Business Planning = Area of Assistance: Business Plan
  • Accounting and Financial Management = Area of Assistance: Business Accounting/Budget,Cash Flow Management,Tax Planning
  • Access to Capital = Areas of Assistance: 504 Loan,7(a) loan,Covid Economic Injury Disaster Loan,COVID-19 Financial/Capital,COVID-19 Loan Forgiveness,Export Loan,Financing/Capital,Microloan,Other Grant,Other Loan,Other SBA Disaster Loans,Paycheck Protection Loan/Forgiveness,Shuttered Venues Grant,State/local grant
  • Marketing and Communications = Areas of Assistance: Marketing/Sales,Social Media
  • Technology Training = Areas of Assistance: Technology/Computers,Training
  • Government Contracting and Certifications = Areas of Assistance: Government Contracting,SBA Contracting Certification
  • Public Health Requirements: This line item will require manual action to calculate. Since "Public Health" is not a system-defined area of assistance provided in Neoserra you will need to update the Area of Assistance picklist with a new choice. Once this choice has been added as an area of assistance offered by your program, then you will need to edit this scorecard line item and add the appropriate filter parameter.
  • Legal Assistance = Areas of Assistance: Legal Issues
  • Human Resources/Organizational Development = Areas of Assistance: Human Resources/Managing Employees,Managing a Business
  • All Other

The last line item in this section counts all counseling sessions plus training events that were conducted in a language other than English.

How were services provided?

This section breaks down the manner in which services were provided:

  • Percentage One-on-one (virtual or in-person)
    • This line item counts the total number of reportable counseling sessions over the scorecard period and divides it by the total number of counseling sessions conducted over the scorecard period PLUS all training events conducted over the scorecard period.
  • Percentage Group setting (virtual or in-person)
    • This line item counts the total number of "live" training events conducted during the scorecard period and divides it by the total number of counseling sessions during the scorecard period PLUS all training events conducted over the scorecard period.
  • Percentage On-demand training
    • This line item counts the total number of on-demand training events conducted during the scorecard period and divides it by the total number of counseling sessions during the scorecard period PLUS all training events conducted over the scorecard period.

    Demographic information

    This section gives a breakdown by demographic group based upon counseling and/or training provided. Neoserra is not including the "Unknown" line item, you will need to calculate this yourself. Furthermore, Neoserra does not group clients by age breakdowns. While Neoserra does track a the birth date for each contact, there are no age groupings offered.

    • Percentage LMI Clients
      • This line item uses the HHS Poverty Levels to determine whether the client is Low to Middle Income.
    • Percentage Non-LMI Clients
      • Any client who is not considered to be at the poverty level per HHS is included in this calculation.
      Percentage Small Businesses
      • This line item uses the Business Size field on the client record. If the client has a business size set to micro or small then it is determined to be a small business.
    • Percentage Not Small Businesses
      • This line item uses the Business Size field on the client record. If the client business size field is not set to micro or small then it is determined not to be a small business.
    • Ethnicity/Race
      • It is important to note that collectively the Neoserra's Ethnicity and Race breakdown may exceed 100%. A person can be classified in Neoserra as a black hispanic, or white hispanic. The calculations are based upon the primary contacts race and ethnicity fields:
        • Percentage Hispanic / Latino
        • Percentage American Indian / Alaskan Native
        • Percentage Asian
        • Percentage Black African American
        • Percentage Native Hawaiian or Pacific Islander
        • Percentage White
        • Percentage Two or More Races/Unknown
    • Percentage Persons with disabilities
      • This line item considers the primary contact's "Disabled" field to determine whether they are a person with a disability.
    • Percentage Persons without disabilities
    • Percentage Military service members/veterans
      • This line item calculation looks at two fields on the primary contact record: Veteran Status and Military Status. If the primary contact is either marked as being a Service-Disabled Veteran or a Veteran, OR their military status is marked as Active Duty, National Guard, National Guard - Active Duty, Reservist, Reservist - Active Duty then the client will be included in this line item calculation.
      • Percentage Non-military service
      • Percentage Male
        • This line item looks for "male" in the gender field on the primary contact record.
      • Percentage Female
        • This line item looks for "female" in the gender field on the primary contact record.
      • Percentage Heterosexual
        • This line item looks for "heterosexual" in the sexual orientation field on the primary contact record.
      • Percentage LGBTQ+
        • This line item looks for Asexual, Bisexual, Gay, Lesbian or Queer in the sexual orientation field on the primary contact record or for Non-binary or Transgender in the gender field of the primary contact.
