Understanding the APEX Accelerator Goaled Metrics 3.0 Scorecard (ANOTHER DRAFT)

The APEX Accelerator Goaled Metrics 2.0 Scorecard is based upon the DoD GOALS AND METRICS 3.0 document and template. The scorecard is broken out by each of the goals set forth by DoD. The scorecard draws from counseling session, milestone session, award session and training session records along with entries in the SBLO Referrals module.

The scorecard is noted as being "ANOTHER DRAFT" because again, we have not received any clarification from DoD on some of the outstanding issues pertainin to the reporting requirements. For example, the P1_Socioeconomic tab and the P5_Performance Summary of the 3.0 template no longer include line item "2.5 Increase number of all other businesses". Was it removed from template by intent, or oversight? For now, OutreachSystems has included this line item on the scorecard since it was included in the 2.2 template and there has been no discussion of removing it. You will note that the line item is marked with an <OSC> tag.

DoD did indicate in their newsletter that they would update: "Simplified Subcontracting Metrics (Goal 2.5): Reporting on subcontractor referrals to Small Business Liaison Offices (SBLOs) has been simplified. Rather than reporting detailed referral categories, APEX Accelerators now only need to report the total number of referrals made to SBLOs." However, the corresponding SBLO spreadsheet (P2_Reporting_2.6) still requires all this detail. For now, OutreachSystems will continue to track SBLO's similar to the way you have been tracking them under the 2.1 and 2.2 requirements, although we anticipate a change in tracking SBLO's in the future.

With respect to those line items that are based upon activity records, only reportable activity will be included on the scorecard, and the date of the activity must fall in the reporting period of the scorecard and must be assigned to one of the funding source(s) and center(s) selected on the scorecard definition.

This scorecard includes various line items from the SBLO Referrals module. Line items from this module cannot be run with audit information turned on. In other words, the Processing Mode cannot be set to "Include audit information" when this module is referenced.

Again, it is important to note that there is no minimum amount of time you must spend with a client in order for that client's activity to be included on the scorecard. Furthermore, all reportable training events are considered for reporting purposes, even those that do not have the "Participated by Center" checkbox turned on.

Goal 1: Cultivate the Defense Industrial Base (DIB) and Government Industrial Base (GIB)

This first section provides a tally of all clients that are newly DIB or GIB-ready (either Federal or State/Local) that have been counseled during the reporting period.

Number of new DIB-ready clients This line item provides a tally of unique clients whose "Defense Industrial Base (DIB) ready?" checkbox has been set to Yes, and whose "DIB Ready Date" falls between the Scorecard Start Period and the Scorecard End Period and who were also counseled during this period.
Number of new Federal GIB-ready clients This line item provides a tally of unique clients whose "Federal Government Industrial Base (GIB-F) ready?" checkbox has been set to Yes, and whose "GIB Ready Date-F" falls between the Scorecard Start Period and the Scorecard End Period and who were also counseled during this period.
Number of new State/Local GIB-ready clients This line item provides a tally of unique clients whose "State/Local Government Industrial Base (GIB-S/L) ready?" checkbox has been set to Yes, and whose "GIB-S/L Ready Date" falls between the Scorecard Start Period and the Scorecard End Period and who were also counseled during this period.
Number of DIB-ready clients assisted (not incl. above) This line item provides a tally of unique clients whose "Defense Industrial Base (DIB) ready?" checkbox has been set to Yes, and whose "DIB Ready Date" does NOT fall between the Scorecard Start Period and the Scorecard End Period and who were also counseled during this period.
Number of Federal GIB-ready clients assisted (not incl. above) This line item provides a tally of unique clients whose "Federal Government Industrial Base (GIB-F) ready?" checkbox has been set to Yes, and whose "GIB Ready Date-F" does NOT fall between the Scorecard Start Period and the Scorecard End Period and who were also counseled during this period.
Number of State/Local GIB-ready clients assisted (not incl. above) This line item provides a tally of unique clients whose "State/Local Government Industrial Base (GIB-S/L) ready?" checkbox has been set to Yes, and whose "GIB-S/L Ready Date" does NOT fall between the Scorecard Start Period and the Scorecard End Period and who were also counseled during this period.
Number of all other assisted clients not DIB/GIB ready This line item will calculate all clients that have been counseled during the reporting period who are neither GIB nor DIB-ready.

Goal 2: Small Business Certifications and Participation

The second goal section in the scorecard provides a breakdown of clients based upon their socioeconomic certifications. The DoD GOALS AND METRICS 3.0 document specifically calls out:

  • 8(a) Clients
  • SDB's other than 8(a) Clients
  • HUBZone-certified Clients
  • SDVOSB Clients
  • WOSB Clients

There are three line items for each of these socioeconomic certifications. It should be noted, that these line items look for clients who are newly certified, not newly DIB/GIB-ready. In other words, only clients that received their HUBZone certification within the current reporting period will be counted in the new HUBZone line item, assuming that they were also counseled during the reporting period.

This line item will provide the total dollar amount of awards with a reporting date that falls within the scorecard period, won by 8(a) Clients.

Any active or inactive client with a Disadvantaged Status of: DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned and a Disadvantage Certification Date between the scorecard start and end date, will be included in this line item calculation assuming that they also had counseling during this period. This line item will provide the total number of awards with a reporting date that falls within the scorecard period, won by clients with a with a Disadvantaged Status of: DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned status. This line item will provide the total dollar amount of awards with a reporting date by clients with a with a Disadvantaged Status of: DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned status.
HUBZone Any client with a HUBZone Certification Date between the scorecard start and end date will be included in this line item calculation assuming that they also had counseling during this period. This line item will provide the total number of awards with a reporting date that falls within the scorecard period, won by clients that are HUBZone Certified. This line item will provide the total dollar amount of awards with a reporting date that falls within the scorecard period, won by clients that are HUBZone Certified.
SDVOSB Any client with a "Company Veteran Status" set to "SDVOSB Certified" and a "Veteran Verification/Certification Date" between the scorecard start and end date will be included in this line item calculation assuming that they also had counseling during this period. This line item will provide the total number of awards with a reporting date that falls within the scorecard period, won by clients with a Company Veteran Status set SDVOSB Certified. This line item will provide the total dollar amount of awards with a reporting date that falls within the scorecard period, won by ready clients with a Company Veteran Status set to SDVOSB Certified.
WOSB/EDWOSB Any client where the "Ownership Gender" field is set to either "Woman-Owned (WOSB) Certified" or "EDWOSB Certified" and where the "Ownership Gender Certification Date" is between the scorecard start and end date will be included in this line item calculation, assuming they also had counseling during this period. This line item will provide the total number of awards with a reporting date that falls within the scorecard period, won by clients with the Ownership Gender field set to either WOSB Certified or to EDWOSB Certified. This line item will provide the total dollar amount of awards with a reporting date that falls within the scorecard period, won by clients with the Ownership Gender field set to either WOSB Certified or to EDWOSB Certified.
<OSC> Other new businesses Any active or inactive client that newly started with your program and who was counseled during the scorecard reporting period but who does NOT have any of the following certifications:

  • Disadvantaged Status of either 8(a) Certified; DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned;
  • Company Ownership Gender status of either EDWOSB Certified; Woman-Owned (WOSB) Certified;
  • HUBZone status of Certified;
  • Company Veteran Status of SDVOSB Certified
This line item will provide the total number of awards with a reporting date that falls within the scorecard period, won by clients who do not have any of the demographic certifications. This line item will provide the total amount of awards with a reporting date that falls within the scorecard period, won by clients who do not have any of the demographic certifications.

In addition to the socioeconomic certifications, this section also tracks the following metrics:

Number of subcontracting referrals to Small Business Liaison Offices (SBLOs) This line item draws from the SBLO Referrals module in Neoserra and simply counts the total number of entries for the reporting period. NOTE: While the August edition of the Accelerator Alerts indicates a pending change to this area, the 3.0 template and documentation have not yet been updated to reflect any changes.
Number of clients counseled on SBA/DoD MPP This line item counts the unique clients who have received counseling where the Counseling Area OR the Additonal Areas field is set to: "Mentor-Protege Program Information."
Number of client training events on SBA/DoD MPP This line item draws from the training event module in Neoserra and looks for all non-canceled events that have either "DoD Mentor-Protégé Program Information" or "SBA Mentor-Protégé Program Information" as a training topic.

Goal 3: Increase Awareness of and Compliance with Foreign Ownership, Control, or Influence (FOCI)

There are only two line items in this section of the Neoserra scorecard

Number of clients counseled on FOCI This line item draws from the counseling session module in Neoserra and reports all unique clients that have received counseling where the Counseling Area OR the Additional Areas field has been set to Foreign Ownership, Control or Influence (FOCI) Compliance.
Number of hosted/supported FOCI trainings This line item draws from the training event module in Neoserra and looks for all non-canceled events that have "Foreign Ownership Compliance (FOCI)" as a training topic.

Goal 4: Improve Cybersecurity of the DIB and GIB

There are four metrics in this sections:

Number of clients counseled on FAR 52.204.21 This line item draws from the counseling session module in Neoserra and reports all unique clients that have received counseling where the Counseling Area or the Additional Areas field has been set to Federal Acqusition Regularion (FAR) 52.204.21.
Number of clients counseled on cybersecurity This line item draws from the counseling session module in Neoserra and reports all unique clients that have received counseling where the Counseling Area or the Additional Areas field has been set to Cybersecurity Assistance.
Number of hosted/cohosted Project Spectrum (PS) training events This line item draws from the Neoserra Training Event module and counts all non-canceled events that have a training topic of "Project Spectrum Training".
Number of cybersecurity webinars and training events This line item draws from the Neoserra Training Event module and counts all non-canceled events that have a training topic of "Cybersecurity Assistance".

Goal 5: Facilitate Innovation for the DIB and GIB

This section focuses on Government-led Innovation Programs (GIPs) and includes the line items referenced in the DoD Document.

Number of clients counseled on GIPs This line item counts the unique clients who have received counseling where the Counseling Area or the Additional Areas field is set to: "SBIR/STTR/Other Innovation Programs."
Number of training events conducted on GIPs This line item counts the number of non-canceled training events where the Training Topic is set to "SBIR/STTR/Other Innovation Programs".

Goal 6: Strengthen the Supply Chain

The four line items in this section correspond to the DoD template for Goal 6.

Number of clients counseled on the DPA Title III This line item counts the unique clients who have received counseling where the Counseling Area OR the Additional Areas field is set to: "Defense Production Act (DPA) Title III Support."
Number of training events related to the DPA Title III This line item draws from the training event module in Neoserra and it counts all non-canceled training events where the Training Topic is set to "Defense Production Act (DPA) Title III Support".
Number of clients counseled on the IBAS This line item counts the unique clients who have received counseling where the Counseling Area OR the Additional Areas field is set to: "Defense Production Act (DPA) Title III Support."
Number of training and other events related to the IBAS This line item draws from the training event module in Neoserra and it counts all non-canceled training events where the Training Topic is set to " Industrial Base Analysis and Sustainment (IBAS)".

Goal 7: Capture Market Data in Key Industries

This section of the scorecard identifies those clients that are working on one of the ten priority sectors that are of great importance to the Assistant Secretary of War for Industrial Base Policy; and/or working on one of the six critical and emerging technology areas that are of particular importance to the Department of War and the national security of the United States, as indicated on their client record. The client must have received either counseling and/or training activity during the period to be included on the scorecard.

Number of businesses working on critical and emerging technologies This line item counts the unique clients whose client record indicates that they are working in one or more of the following critical and emerging technologies:
  • Applied Artificial Intelligence
  • Biomanufacturing
  • Contested Logistics Technologies
  • Quantum and Battlefield Information Dominance
  • Scaled Hypersonics
  • Scaled Directed Energy
Again, it should be noted that these clients must have had some activity with your program during the course of the reporting period.
Number of businesses working in IBP's priority sectors This line item counts the unique clients whose client record indicates that they are working in one or more of the following critical and emerging technologies:
  • Batteries (for weapons, systems, including standardization efforts)
  • Electronics (including microelectronics, packaging, boards)
  • Key Components of One-Way Attack and Drone Systems
  • Kinetic Capabilities (including munitions and their components)
  • Manufacturing (including advanced manufacturing & castings and forgings)
  • Naval Shipbuilding and Ship Repair Components and Sub-Systems
  • Sensors (including microelectronics, semi-conductors)
  • Strategic and Critical Minerals (including minerals and chemicals)
  • Textiles (including clothing)
  • Workforce (expansion, retention, K-12, state and local, training)
Again, it should be noted that these clients must have had some activity with your program during the course of the reporting period.
