The APEX Accelerator Goaled Metrics 2.2 Scorecard is based on the APEX Accelerator Goaled Metrics 2.1 scorecard but it includes the two new line items introduced by DoD in the Attachment_10_Goals_Proposal_Template_2.2_Final spreadsheet:

• 2.1.b. Number of new SDBs with details of contract awards to all SDB businesses other than 8(a) businesses.
• 2.5. Number of new businesses that do not fall into categories 2.1 through 2.4

As the title of this scorecard indicates, this is a DRAFT scorecard. OutreachSystems has not received any definitions regarding these new line items, and we also don't know if DoD will make any other changes. We are providing this scorecard for reference purposes only, so that you can guestimate your goals for next year. However, you should be aware that if DoD provides definitions, in the future, that contradict with our interpretation, then your goals may not match the new DoD requirements. Thus, please carefully review your numbers before submitting them to DoD and consider this scorecard merely as a guideline.

You will find that OutreachSystems has extended these two line items into 6 separate line providing not only the number of clients but also the number of contract awards and amount won by these clients:

Underserved Community	Number of new ...	Number of contract awards to ...	Amount of contract awards to ...
Number of new SDBs	Any active or inactive client with a Disadvantaged Status of: DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned and a Disadvantage Certification Date between the scorecard start and end date, will be included in this line item calculation assuming that they also had counseling during this period.	This line item will provide the total number of awards with a reporting date that falls within the scorecard period, won by clients with a with a Disadvantaged Status of: DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned status.	This line item will provide the total dollar amount of awards with a reporting date by clients with a with a Disadvantaged Status of: DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned status.
Number of other new businesses	Any active or inactive client that newly started with your program and who was counseled during the scorecard reporting period but who does NOT have any of the following certifications: Disadvantaged Status of either 8(a) Certified; DBE Certified; MBE Certified; Self-certified Disadvantaged/Minority Owned; Company Ownership Gender status of either EDWOSB Certified; Woman-Owned (WOSB) Certified; HUBZone status of Certified; Company Veteran Status of SDVOSB Certified	This line item will provide the total number of awards with a reporting date that falls within the scorecard period, won by clients who do not have any of the demographic certifications.	This line item will provide the total amount of awards with a reporting date that falls within the scorecard period, won by clients who do not have any of the demographic certifications.
