Understanding the SSBCI TA Grant Scorecard

There are two versions of the Neoserra SSBCI TA Grant Scorecard: one based upon the project method of tracking and one based upon the counseling session method of tracking. Both scorecards have essentially the same line items, however, the scorecard titled: "SSBCI TA Grant Scorecard" used the SSBCI Technical Assistance record type as its basis, while the scorecard titled: "SSBCI TA Grant Scorecard - Counseling Session" uses the counseling sessions where the "SSBCI" checkbox has been checked, as the basis.

Both scorecards attempt to provide a breakdown of activity based upon the following demographics:

  • WOMEN-OWNED BUSINESSES
  • MINORITY-OWNED BUSINESSES
  • VETERAN-OWNED BUSINESSES
  • VSB BUSINESSES
    • A Very Small Business (VSB) is defined as a business with fewer than 10 full-time equivalent employees. For purposes in Neoserra, all part-time employees are considered to be .5 full-time employees. Thus, the eligible beneficiary's FTE is determined by adding the number of full-time employees to 50% of the number of part-time employees, with the total rounded down.
  • CDFI BUSINESSES
    • A Community Development Financial Institutions (CDFI) business is a client located in a CDFI Area as tracked on the address tab of the Neoserra client record.
  • SEDI-OWNED BUSINESSES
    • A SEDI-Owned Business is a client who is marked as being underserved on the client record.
  • SSBCI QUALIFIED BUSINESSES
    • An SSBCI Qualified Business is any client who meets any one or more of the following criteria:
      • The client has less than 10 full-time equivalent employees as determined by their total employee count (full-time employees + (part-time employees * .5)) on the client record; or
      • The client is located in a CDFI Area, which is also shown on the address tab of the client record; or
      • The client is marked as being a member of an Underserved Community on the client record.

  • BLACK OR AFRICAN-AMERICAN Principals
  • ASIAN Principals

This scorecard is only enabled in conjuction with the SSBCI Technical Assistance module.

In order for the SSBCI Technical Assistance activity to be reported on the scorecard, it is important to know that the activity must have the Reportable? check box selected; must have a Start Date that falls within the reporting period; be categorized under the funding funding sources specified in the scorecard definition; and be assigned to the center (or one of the centers) specified in the scorecard definition.

In the above list, when the demographic references a "BUSINESS" then the data is pulled from the Neoserra client record; if the demographic references "Prinicipal" data, then this is coming from the primary contact record for the client.

The scorecard breaks down all the Technical Assistance activity by the demographics listed above, and then it further separates the Accounting, Financial and Legal Technical Assistance by the same demographics.

Furthermore, this scorecard gives you a breakdown by specific TA Topic:

  • Unique Beneficiaries By Accounting Topic
    • Advisory services/training on accounting practices
    • Digitizing financial records
    • Preparing audits, financial statements or business records
    • Accounting Services - Other
  • Unique Beneficiaries By Financial Topic
    • Advising on factors that may impede access to business financing
    • Advising on financial management
    • Assisting with applications for government small business programs
    • Assisting with the establishment of banking relationships
    • Developing presentations to potential investors, financial models and business plans
    • Identifying sources of credit, capital, grants and other financing
    • Financial advisory services - Other
  • Unique Beneficiaries By Legal Topic
    • Advising on, or preparing documents for the business to enter into contracts
    • Assisting with business formation or adopting corporate governance documents
    • Legal services related to a transfer of ownership interests incl. ESOPs
    • Legal services related to the business obtaining capital from investors
    • Obtaining needed registrations, licenses, filings and certifications
    • Legal services - Other

Lastly, the training events are listed at the bottom of the scorecard by SSBCI training topic any by total attendees per topic. The training information is dependent upon the event being reportable, have a funding source and center selection that match your scorecard definition, and the appropriate SSBCI Training Topic must be selected.
