Understanding the International Trade Impact (ver. 2018) Scorecard
The International Trade Impact (ver. 2018) is a scorecard introduced in 2018 for the SBDC programs. The version currently available in Neoserra is based upon the FY 2019 SBDC Program Announcement specifications.
You will notice that the scorecard is designed to work with the system-defined milestones and menu options listed below. The scorecard is not able to pick-up your user-defined milestones or user-defined pick list options. If you do not wish to use the system-defined choices, then you will need to create your own scorecard layout.
Definitions
Before we discuss how Neoserra calculates each line item on the International Trade Impact (ver. 2018) Scorecard, it is important to note that both counseling session and milestone records will be considered for this scorecard.
As with all scorecards, it is important to remember that for any activity to be considered by the International Trade Impact (ver. 2018) scorecard, the activity must:
- Have the Reportable? check box selected
- Have a date that falls within the reporting period
- Be assigned to the counselor specified in the scorecard definition (only applicable if the scorecard's output is restricted to a single counselor)
- Be categorized under the funding and sub-funding sources specified in the scorecard definition
- Be assigned to the center (or one of the centers) specified in the scorecard definition
In this FAQ we will break down all the line items and explain how each line item is calculated by Neoserra. The scorecard itself is organized in different sections, and those same sections are used within this documentation:
- Clients Receiving Export Assistance
- Clients New to Export
- Clients Entering New Foreign Markets
- Increase in Exports
- Increase in Export-related Staff
- Export Referrals
Clients Receiving Export Assistance
This line item will uniquely count all clients who have had one or more counseling sessions with the system-defined Area of Counseling set to ?Exporting":
Clients New to Export
This line item will uniquely count all clients who have had a "Change in Exports" milestone during the reporting period and this is the first time since that 2005 that they have had this milestone. You can either create this milestone by clicking New|Milestone from the client record, or you will be prompted to create this milestone when you edit the client's record and enter a value in their "Gross Exported-Related Revenue" field.
Clients Entering New Foreign Markets
This line item will uniquely count all clients who have had an "Entered New Foreign Markets" milestone during the reporting period. The user will be prompted to create this milestone anytime they edit the client's International Trade field to either "Exporter" or "Importer/Exporter" or when the user adds additional export countries on the client record. Alternatively, this milestone can be entered manually.
Increase in Exports
The next line item tracks the collective monetary change in exports that your clients experienced during the reporting period. Neoserra looks to the "Change in Export" milestone record again for this information. The amount reported will be the difference between the initial milestone amount and the current milestone amount.
Increase in Export-related Staff
Next, the scorecard tracks the number of new export jobs created during the reporting period. The number of jobs created is calculated using the "Change in Export-related Staff" milestone record. The total jobs reported using this milestone will be added together to get the total Increase in Export-related Staff.
You can either create this milestone by clicking New|Milestone from the client record, or you will be prompted to create this milestone when you edit the client's record and enter a value in their "Export-Related Employee" field.
Export Referrals
This line item will count all unique clients who have had one or more counseling session referrals made to the following system-defined "Referral To" choices:
- Export/Import Bank (EIB)
- Department of Agriculture (USDA)
- Overseas Private Investment Corporation (OPIC)
- International Trade Office (ITO)
- U.S. Export Assistance Center (USEAC)/DoC
- U.S. Export Assistance Center (USEAC)/SBA
- U.S. Trade & Development Agency (USTDA)
It is important not to create your own user-defined choices for these referral options because the scorecard is only designed to recognize the system-defined referral choices. Furthermore, you should be aware that the client referral drop down is ignored for purposes of this scorecard line item.
