General WebCATS Updates

ENHANCEMENT: Two new conference attendee list status options have been added:

  • Cancelled
  • No-show
These choices are offered to differentiate between registered attendees who either cancel prior to the event, or who simply don't show up. The new options are treated the same as "prospective" attendees in all cases -- they do not affect the conference's fee/attendee calculations, nor affect the conference's full/open status. (ID #29658)

FIX: Prior to WebCATS Build 432, line item 11(a2) of the the DLA 1806 did not include self-certified small disadvantaged businesses. With this latest release, this oversight has been corrected and line item 11(a2) will now include self-certified disadvantaged businesses. (ID #29338)

FIX: The calendar icon on the conference record did not automatically pre-fill in the date approved field of the conference record which may have caused some conference events to be added to the database without an approval date which prevents the event from being included on the scorecard. (ID #29886)

FIX: Unfortunately, the US Postal Service Zip code lookup feature does not always provide a 9-digit zip even if the address is fully validated. WebCATS has been modified to allow the user to manually overwrite the 5-digit zip with a 9-digit zip and WebCATS will not overwrit the 9-digit zip to a 5-digit zip code. (ID #29819)

FIX: WebCATS no longer requires the referral from description field to be filled in, regardless of how the client was referred to the center. (ID #29842)

FIX: While the DLA 1806 Scorecard version 2007 is technically old and obsolete, one change has been made to the calculation of line items 7A and 7B of this scorecard when it is filtered to a single counselor. Previously, the counselor filter was ignored and the active client count included all active clients regardless of who the counselor was that conducted the counseling session. With the change made in Build 432 of WebCATS, lines 7(a) and 7(b) now respect the counselor criteria by filtering the sessions, awards, investments, survey responses, and survey-response milestones on the selected counselor while lines 7(a) and 7(c) were additionally modified to include any bid match clients for whom the counselor is the primary counselor. Note: DLA 1806 Version 2011 is the current version of the DLA report and should be used in lieu of the 2007 version. (ID #29509)

ENHANCEMENT: The client subsetting interface has been re-organized for improved ease-of-use (ID #29876). Additionally, four new client subsetting fields have been added (ID #29523):

  • Most Recent Initial Session
  • Most Recent Follow-up Session
  • Any Initial Session
  • Any Follow-up Session

ENHANCEMENT: Added to WebCATS now is support for core survey questions that can be shared between different surveys. When creating a survey, a core survey's questions can be "embedded" in the main survey. The embedded core survey can independently be reported on, even if the main survey contains individualized questions on a center-by-center or year-to-year basis. (ID #29846)

NEW: A new FAQ has been created for "Core Surveys."

ENHANCEMENT: There is a new data type available for user-defined fields and survey questions -- the "Numerically-coded Picklist". This data type presents the field as a picklist to the user or survey respondent, but instead of collecting the picklist string into the database, it collects and stores a numeric value associated with the human-readable string selection.Collecting a numeric value will allow the scorecard module to do computations against the field; e.g., be able to compute an average satisfaction level. Scorecard Updates

ENHANCEMENT: A number of new subsetting options have been added to the scorecard component calculations, providing more flexibility and sophistication to the scorecard module (ID #29430):

  • Client
    • Signature start date
    • Location fields -- city, state, zip, county, country, and districts
    • Number of employees
    • Default funding and sub-funding sources
    • Business Online, Home-based, and International Trade selections
    • Primary Contact fields -- Veteran, Reservist, Gender, and Handicapped
    • Counseling Activity Fields -- all of the fields of the general client subset pertaining to client initial/follow-up counseling sessions

    • All survey questions are available as subset criteria to a survey response scorecard component; see reference ID #29690 below, for more information.

ENHANCEMENT: Within a scorecard layout component, there are two new data sources -- "Client Survey Responses" and "Contact/Conference Survey Responses". The reason for two new data sources is because the subset criteria is different for the client-owned vs. contact-owned survey responses. Upon selection of one of the survey-response data sources, a new picklist will be exposed whcih requires the user to choose a specific survey -- this can be a center-specific survey, or a core survey as discussed above. After selecting a survey, the data field picklist will be populated with the appropriate choices, consisting of:

  • Number of Survey Responses (count of survey response records)
  • Number of Unique Clients (count of distinct clients responding to survey)
  • A series of "Sum of ..." options consisting of all the survey's questions of numeric, currency, Yes/No, or numerically-coded picklist data types. Each of these options will provide a sum of the numeric responses to the survey question (for Yes/No questions, a "Yes" will count as 1 and a "No" will count as 0.)
An average may be computed on the scorecard by opening the advanced calculations and dividing a "Sum of ..." data field by the Number of Survey Responses. (ID #29690)

ENHANCEMENT: Prior to Build 432, users were not able to have a constant be the second component in a scorecard line item calculation. This limitation has been resolved. Additionally, two new constants have been added: "Fraction of scorecard time elapsed," which represents "x days elapsed/total days in period" (ID #29421); and "Number of elapsed weekdays" has been added, which represents 5/7 of "Number of elapsed days." (ID #29461)

ENHANCEMENT: Two new fields have been added to the final page of the Scorecard Layout Line Merlin (ID #29451):

  • The "Goal Target" field allows the creator of the scorecard layout to specify if the line's goal should be measured:
    • Relative to the scorecard time elapsed, or
    • Absolute (doesn't take time elapsed into consideration)"
    Most goals are accomplished gradually throughout the reporting period (date range) of the scorecard, and to measure successful progresss towards the goal, our dashboard graph bars use green, yellow or red to indicate if the appropriate amount of the goal has been accomplished compared to the percentage of the scorecard time that has elapsed; e.g., if a counselor has a goal to perform 800 counseling sessions within a year, then the s/he is expected to have performed 600 sessions by the end of the third quarter -- 75% of the work within 75% of the time allotted. Goals against averages, though, should be at 100% all the time. E.g., if a scorecard line represents average hours per counseling session, and the counselor has a goal of 1.5 hours per session, then s/he should be striving to keep their average absolutely at 1.5 hours per session, regardless of where they are in the scorecard's reporting period. This new field supports this capability.
  • The "Goal Polarity" field allows the creator of the scorecard layout to specify whether high values are desirable, low values are desireable, or neither too high nor too low is desirable. For most scorecard lines, the counselor strives for as a high a number as possible; e.g., number of counseling sessions, number of jobs created, total government contract awards, etc... But for many lines, average or not, a low number is more preferable; e.g., total travel time, average dollars spent per client, etc. The Goal Polarity field is a second parameter that affects the color of the bars in the dashboard graphs, and determines if the bar should be displayed yellow/red when the computed value is too low, when the computed value is too high, or when the computed value to too far off the goal in either direction. "High values are desirable" is the default setting and represents the current WebCATS 4.1.431 behavior, but again, it is not possible for WebCATS to automatically determine whether a high or low value for line is desirable, particularly in the case of averages -- e.g., is a high average number of sessions per client a good thing or a BAD thing? With this new field, the user can decide how they want to set the goal polarity.

ENHANCEMENT: The scorecard module has been enhanced to support OR'ing of the scorecard criteria. Each scorecard line component has a "Criteria Expression" where the default ANDing of criteria elements can be changed to ORs. This new capability allows users to create a line item calculation, for example, that consists of all counseled woman-owned businesses who have a jobs created milestone "OR" who obtained a loan. The "Criteria Expression" field is a free form text field and the user will need to enter their own logic based upon the desired criteria. (ID #29493)

ENHANCEMENT: The scorecard FAQ has been updated reflecting all the scorecard changes discussed above.

ENHANCEMENT: With Build 432 of WebCATS, you now have the ability to schedule a scorecard report that runs from the "Start of fiscal year through end of previous month." The feature is dependent upon the globally configured fiscal year start month. (ID #29671)

General WebCATS Updates

ENHANCEMENT: The new tabbed interface for easy navigation has been added to the following forms: Contacts, Conferences, Survey Responses, Survey Definitions, Counselors, Centers, WebCATS Configuration, eCenter Configuration, (ID #29601)

ENHANCEMENT: All the tabs within the WebCATS forms have been made "sticky", meaning that when you visit one client record's history tab and then go to another client's record, the page will automatically open on the history tab as well. (ID #19754)

NEW: The "Attachment" tab on the Client, Conference and Center records has been enhanced to show the total number of attachments available for that client, conference or center. (ID #29708)

NEW: A new "Agency Award Type" of "International" has been added on the Awards record to track international contracts won by your clients. International contract awards are not tracked on the DLA 1806 report so this new option is only for internal tracking purposes similar to the "Commercial" Agency Award Type option. (ID #29748)

ENHANCEMENT: The "Client Intake Form (641 Parts I/II)" report which is available under the client record, will no longer print out the Attachment A listing of export countries if the client is not an exporter. This saves both paper and ink! (ID #29750)

ENHANCEMENT: The Zip+4 is automatically added to every eCenter Client Sign-ups, Clients/Pre-clients, Contacts, Conferences, eCenter Conference Sign-ups, Counselors, and Centers record that is edited, even if the address is not specifically modified. This will ensure that the Zip+4 is available for congressional district updates that will be performed nightly. Because OutreachSystems will be updating your district and county data during a nightly process, these fields will be made read-only in Build 431 of WebCATS and the WinCATS Zip Code Mapping feature has been disabled for the County, Federal Congressional District, State Representative District and the State Senate District fields . Important Note: The WebCATS EDMIS Export process has not changed, and WebCATS will only export 5-digit zip codes to EDMIS. (ID #29752)

ENHANCEMENT: The following e-mail templates have been updated to include a direct link to either the survey or training event:

  • Survey Request (Client/Contact)
  • Conference Announcement
  • Conference Registration
  • Post-conference Survey Request
  • Pre-conference Survey Request
This enhancement makes it easier for your clients to go directly to the survey and/or training event without having to log in to eCenter Direct first. (ID #29366)

DELETION: The social security field and all the data contained therein has been deleted from WebCATS for security reasons. The data is non-recoverable unless you provided OutreachSystems notification prior to the upgrade. (ID #29699)

Administrator Updates

ENHANCEMENT: WebCATS offers improved password management for administrators and users. There are a number of modifications made to WebCATS that:

  1. Allow users to change their own passwords
  2. Require users to change passwords periodically, at an interval set by the administrator.
  3. Allow administrators to require more complex passwords.
  4. Allow users to retrieve and/or reset forgotten passwords.
Furthermore, there are new restrictions on deleting user accounts. Group accounts may freely be deleted, but any user account with record creation/editing/deletion activity in the audit log cannot be deleted. Instead, these accounts can be inactivated when a user is no longer associated with the program. Inactive accounts may not log into WebCATS. (User accounts that are completely new, or have never done anything beyond logging in, viewing data, and running reports can still be deleted.) These new restrictions on account deletion allow past audit log history to be preserved. For more information please refer to the FAQ titled Can WebCATS users manage their own passwords?. (ID #26910)

ENHANCEMENT: An administrator "bump off" page has been added to WebCATS, allowing administrators to log on to WebCATS even when no user licenses are available. This "bump off" page allows administrators to disconnect users who have forgotten to log out in order to free up a license for other users to use. (ID # 29563)

NEW: The "Funding source(s) of activity to be submitted to EDMIS" field under Manage/WebCATS Configuration has been modified to serve a second purpose: The funding sources selected in this field will be included, by default, within your EDMIS Export, and sessions with these same funding sources will be checked for compliance with the EDMIS data entry requirements. (ID #29686)

SBA Specific Updates

ENHANCEMENT: You can now e-mail Chrisman survey requests to your clients (rather than just being able to generate mailing labels). This is done by generating the Demographic Data Form with the Enable Record Links? option selected, and then clicking into the totals to bring up a listing of clients that contributed to that total. Once this listing is brought up as a client subset, you can either e-mail all clients in the subset or even generate a report that provides phone numbers. To generate Chrisman data, simply select View|Chrisman Reports in WebCATS. (ID #22940)

NEW: A new report is now generated as part of the EDMIS process that complies with the new ASBDC reporting requirements. This ASBDC spreadsheet report will report across the the same center, funding source, and date selections as the EDMIS export itself, and break down data by state, congressional district, and sub-funding source as requested by ASBDC. The date range of any EDMIS export is always the start of the user-selected fiscal year through the end of the user-selected quarter. Unlike the EDMIS exported records, though, the ASBDC report will count all activity in the date range, not just new and/or changed records. The ASBDC report is created as a .csv file attachment as part of any EDMIS 641 data export that is created. If multiple EDMIS export records are created due to errors encountered in the initial runs, then the WebCATS database administrators should only send the last ASBDC report file generated. As noted by ASBDC, some of the data on this new report will not necessarily match the data exported to EDMIS. For more information, please refer to the FAQ titled How do I generate the ASBDC Report?. General WebCATS Updates

ENHANCEMENT: The Client Detail Record has been updated with a new tabbed interface for easier navigation. Each client record can potentially have 5 tabs:

  • Client Detail
  • User-Defined
  • Bid Match
  • Attachments
  • History of Activity
The "Bid Match" tab will not be shown in those WebCATS databases that do not have the OutreachSystems bid matching module enabled. (ID# 29542)

NEW: The "Most Recent Counseling" date field on the client detail record is a link directly to the client's most recent counseling session record. (ID# 29611)

NEW: The EDMIS Export functionality has been migrated from WinCATS to WebCATS. WebCATS administrators should no longer use WinCATS for their EDMIS exports! A new left hand menu selection called "EDMIS Exports" has been added to WebCATS under the "EDMIS" heading which can be used to generate the EDMIS Export. The new EDMIS Export functionality comforms with the latest EDMIS requirements. Per the latest requirements, the EDMIS Exports generated by WebCATS will include (ID# 29268):

  • The international trade data for your clients, including:
    • The names of the countries your clients export to
    • The amount of gross revenues/sales that is related to exporting
    • The number of employees that are engaged in exporting
  • Government contract award records for your clients as entered in the awards record type
  • The woman-owned small business certifications of your clients as entered on the client record
  • The new referred-by choices of USEAC, SCORE, and WBC as relevant for each of your clients, as well as any Web URLs you provide when the client was referred to you from the "Internet" as entered on the client record
  • The new investment types of Export Express, Export Working Capital Loan, and Community Advantage as entered in the investment record type

NEW:In addition to the new EDMIS Export menu selection, there is also a new EDMIS component on the Manage/WebCATS Configuration screen which let's you set the following defaults:

  • WebCATS will require EDMIS compliance for all SBA-funded sessions by default. Check if you want to apply EDMIS validation to all funding sources:
  • Choose day of the month to run the EDMISrx validation (choose 0 if you don't want to perform EDMISrx validation):
  • EDMISrx e-mail recipients:
  • Check here to include the center's Zip code instead of then client/conference Zip code on all exported records:
  • Automatically convert all invalid start dates to be equal to the date of the initial counseling session:
  • Automatically correct invalid SBA Client Type on client record:
  • Funding source(s) of activity to be submitted to EDMIS:
  • Center(s) to be included in export to EDMIS:

ENHANCEMENT: From the survey definitions interface, the ability to e-mail the bid match e-mail addresses has been added. (ID# 29636).

General WebCATS/eCenter Updates

NEW: A new icon has been added to the WebCATS summary client listing page to indicate whether the client is active (a solid dot), inactive (an open dot) or a pre-client (a clover dot). (ID #29133)

NEW: Three new fields have been added to the center record for Facebook, Twitter, LinkedIn and other social media URLs. Once entered, the appropriate icon will be displayed on eCenter Direct for clients to see on the Network of Centers page. (ID# 29491)

NEW: A new "Google Analytics Account" field has been added to the WebCATS Configuration and to the eCenter Configuration menu options (which are only available to administrators). From the Google Web site: "Google Analytics is the enterprise-class web analytics solution that gives you rich insights into your website traffic and marketing effectiveness. Powerful, flexible and easy-to-use features now let you see and analyze your traffic data in an entirely new way. With Google Analytics, you're more prepared to write better-targeted ads, strengthen your marketing initiatives and create higher converting websites." To use this new field, the database administrator will need to sign up with the Google Analytics free service. Once your program has been provided with a Google account number this account number will need to be entered in the new field(s), at which point Google will monitor the traffic on your program's eCenter Direct Web and/or WebCATS site and provide you with detailed visitor reporting. Note that Google Analytics will not be able to analyze traffic by regional sub-enter, the analytics will be based upon the entire eCenter or WebCATS web site for your program. (ID# 26356)

ENHANCEMENT: The "Jobs Act/FEMA" field on the conferences, counseling sessions, investments and award records has been relabeled the "Sub-funding Source" field. The field has also been added to the following records:

  • Clients
  • Milestones
  • User-defined Forms
  • Survey Responses
  • Inquiries
Upon conversion from Build 428 to 429, the Sub-funding Source for all existing clients will automatically default to the Sub-funding Source (eg. Jobs Act/FEMA code) of the Client's initial counseling session. Clients with no counseling activity will initially have an undefined sub-funding source. After the existing clients are populated with their defaults, any newly created sessions for that client will be defaulted according to the sub-funding source in the client record.

The Sub-funding source field is now customizable but by default includes all the FEMA codes and the Jobs Act code.

NEW: The new Sub-funding Source field has been added to the "Scorecard Definition Detail" interface allowing users to easily generate scorecards based upon the sub-funding source. In other words, users can now generate scorecards on their Jobs Act data separate from their core-SBDC or WBC data. (ID# 29535)

Reminder: The "Worksheets (old)" menu selection will not be supported past this Build 429 of WebCATS, and no new updates will be made to the old Worksheet interface. The old Worksheets menu selection already doesn't include the new DLA 1806 (version 2011) which respects the "No Government Potential" checkbox offered on the client record, nor does the old Worksheetsmenu selection support the new sub-funding source feature. The old saved worksheets are also still offered in this build of WebCATS to provide access to the previously entered goals. Going forward, users are advised to use the new "Generate Scorecard" option and convert any saved worksheets that they wish to keep. .

ENHANCEMENT: The following three new system-defined investment types have been added in compliance with the latest SBA requirements (ID# 29266):

  • Export Express
  • Export Working Capital Loan
  • Community Advantage

NEW: A new "Country" field has been added to the contact and client records. By default, the country will be set to the United States. However, if you have Canadian, Mexican or other international clients you will be able to change the country selection for each client and the phone number(s) and zip code can then be any format other than the standard US format. If the country is anything other than the United States, it will be included on the mailing label. This field is also available for use on eCenter. (ID# 29539)

ENHANCEMENT: The International Trade checkbox on the client record in WebCATS has been converted to a drop down picklist with the following choices:

  • None
  • Importer
  • Exporter
  • Importer/Exporter
All existing clients in the WebCATS database that have the International Trade checkbox turned on will be converted to "Importer/Exporter" during the Build 428 to 429 conversion. All active clients that have a default funding source of SBA and who are marked as either "Exporter" or "Importer/Exporter" will need to provide a list of countries they export to. This information is required by SBA as part of the EDMIS Export starting with the third quarter, 2011 EDMIS Export. (ID# 29507)

ENHANCEMENT: In order to help collect the export country information from each client, the eCenter client edit module has been enhanced to allow your clients to enter this information directly on eCenter.

NEW: Two additional export-related fields have been added to the WebCATS client record per SBA requirements:

  • Export-Related Employees (ID #29262)
  • Gross Export-Related Revenues/Sales (ID #29261)
These fields are also available for inclusion on the eCenter Direct client sign-up module.

NEW: A Referral-from "Description" field has been added to allow the data entry of additional referral details. This field is also available for inclusion on the eCenter Direct client sign-up module. SBA requires these additional details if a client was referred either via the Internet in which case the specific referral URL should be provided, or when the client was referred by an other source in which case SBA wants to know the actual source. This field can also be used to provide lender's name if the client was referred by a bank or the specific SBA office if the referral came from a SBA District Office. (ID #29258)

ENHANCEMENT: The new SBA 641 Part I/II and Part III reports have been added to WebCATS including all newly added SBA fields.

ENHANCEMENT: The Company Gender field on the WebCATS client record and the eCenter Direct client sign-up page have been enhanced with two additional choices:

  • Woman-Owned (WOSB) Certified
  • EDWOSB Certified
If either of these two choices are selected then a certification date will be required. (ID# 29530)

ENHANCEMENT: A number of new milestone synchronizations have been added to WebCATS (ID# 29516):

  • From the client page:
    • Changing the client's Export-related Employees prompts the user to create a "Change in Export-related Staff" milestone.
    • Changing the client's Gross Export-Related Revenues/Sales prompts the user to create a "Change in Exports" milestone.
    • Changing the client's Company Gender status to Woman-Owned (WOSB) Certified prompts the user to create a "WOSB Certification Obtained" milestone
    • Changing the client's Company Gender status to EDWOSB Certified prompts the user to create an "EDWOSB Certification Obtained" milestone
  • From the milestone (AND Session Merlin) pages:
    • Creating a "Change in Export-related Staff" milestone prompts the user to update the client's Export-related Employees field. This is an EDMIS-relevant change, and the client record should show an update to the "Last Edited", "Last EDMIS Edit", and "Last Edited By" fields. There will also be an audit-log entry associated with this client record change.
    • Creating a "Change in Exports" milestone prompts the user to update TWO client fields:
      1. If the client's "International Trade" setting is currently "None", it should be updated to "Exporter". If the client's "International Trade" setting is currently "Importer", it should be updated to "Importer/Exporter". If the setting is currently "Exporter" or "Importer/Exporter" then it will remain unaltered.
      2. The client's "Gross Export-Related Revenues/Sales" field will be updated to the value of the milestone.
    • Creating a "WOSB Certification Obtained" milestone prompts the user to update the client's Company Gender field.
    • Creating a "EDWOSB Certification Obtained" milestone prompts the user to update the client's Company Gender field.

ENHANCEMENT: Per the latest DLA SCAA, an initial session conducted via e-mail is acceptable for DLA 1806 reporting and the change to WebCATS has been made accordingly. This change does not affect SBA funded initial sessions which still cannot be conducted via e-mail. (ID #29526)

NEW: A new Conference Status option called "Private (Unlisted)" has been added to the conference record allowing you to invite prospective attendees to an event that is not publicly advertised on eCenter but does allow on-line eCenter registration based upon the link included in the invitation. (ID# 29497)

ENHANCEMENT: The label text for the:"Check to receive e-mail updates" checkbox on eCenter has been made configurable from within WebCATS. (ID# 29528)

ENHANCEMENT: The multi-select survey question character limit has been expanded to 8000 characters. (ID#29537)

FIX: The following three client fields were not previously available on the eCenter client sign-up screen. For build 429, they have been added to the WebCATS configuration screen: (ID# 29500):

General WebCATS Updates

ENHANCEMENT: All FAQs posted at our FAQ Website have been updated to reflect the changes in Build 428. Furthermore, a number of new FAQs related to the new Scorecard module have been created. The new Scorecard FAQs are also available directly from within WebCATS by clicking on the question mark button. (ID# 29365, 29403, 29414)

NEW: WebCATS now supports the following browsers (eCenterDirect already supported all these browsers):

  • Mozilla Firefox (version 3.5 or better)

Optionally you may see two additional options which will be removed in a subsequent build of WebCATS but which are currently made available for backwards compatibility (the Saved Worksheet option is only shown if you had previously saved worksheets):

Important: The "Worksheets (old)" menu selection offers an interface identical to that which was offered in Build 427 and prior versions of WebCATS; however, this interface will not be supported in future builds of WebCATS and no new updates will be made to this old interface. In fact, the old Worksheets menu selection doesn't include the new DLA 1806 (version 2011) which respects the newly added "No Government Potential" checkbox offered on the client record. The old saved worksheets are only offered in this build of WebCATS to provide access to the previously entered goals. Going forward, users are advised to use the new "Generate Scorecard" option and users should not save any more worksheets using the old interface.

NEW: The new Scorecards/Worksheets can be fully customized to represent your program's unique performance measurement criteria. These custom Scorecards can be presented to any or all users on the main dashboard. To create a Scorecard, you will need to define the three separate scorecard elements:

  • Layouts which define the line items desired on your Scorecard
  • Definitions which define your date, center and funding parameters as well as your processing mode and optional filters
  • Goals which define either your center or counselor level goals
The purpose for separating the scorecards into three separate components is to allow administrators to create different definitions for the same layout, and to create different goals for the same definition. For example, administrators may create a different goal set for each center within their program based upon each center's size and geographic scope but the different goals for each center would be based on the same performance criteria (layout) and same date range and funding parameters (definition).

Important: The WebCATS Scorecard module is offered free of charge to all WebCATS users, however, consulting on this module is billable. OutreachSystems offers not only a number of FAQs to assist with the implementation of your own custom scorecard, we also offer a number of free Webinars.

NEW: The newly created Definitions and Goal Sets can also be run as scheduled reports. The Goal Sets can be scheduled either in the normal or export formats or they can additionally be scheduled in the dashboard graphical format. (ID# 29138)

NEW: Scorecards can be displayed in a bar chart on any user's dashboard. By default the graph shows all line items in green if the goals are being met. The following two new editable fields have been added to the WebCATS Configuration menu selection to support cautionary and high-priority warnings on the graph:

  • Apply cautionary warning color (yellow) when score falls behind by: 5%
  • Apply high-priority warning color (red) when score fall behind by: 25%

NEW: Administrators will be able to create and manage account records directly from within WebCATS (previously this was only offered in WinCATS). Additionally, administrators can assign a specific scorecard (e.g. set of goals) to an account record that will appear on the dashboard each time the user associated with the account logs in.

NEW: Administrators will be able to create and edit user-defined fields directly from within WebCATS. This feature used to be only available in WinCATS. Additionally, administrators may now make the user-defined fields invisible to users who do not have permission to edit the record type where the field appears. In other words, users who have view-only permissions to a center record would not see those user-defined fields that have been marked as a "Confidential field (only visible to those with edit-perms), whereas users who do have edit permissions to this record type will see these fields." (ID# 29214)

NEW: Administrators may now also add user-defined fields to the center records. These fields may prove to be particularly useful for Scorecard calculations using budgetary information.

FIX: Administrators will find that the user-names shown on the Private Notices page will link to the read-only user account detail pages, for those users. Non-administrators will see the user-names listed without a "mailto" link. (ID# 29125)

FIX: All references to Softshare have been removed from WebCATS since OutreachSystems gained its independence from Softshare in August 2010. See our spin-off announcement for more details. (ID# 29056, 29066)

ENHANCEMENT: Changing a center from "Public" status to either "Active" or "Inactive" has been made easier in that the user no longer needs to re-associate conference and training events that were previously posted on eCenter by this center. (ID# 26914)

Clients/Pre-Clients Updates

NEW: A new "My Active Clients" default view has been added to the Client Views picklist. The new view subsets the clients based on the default counselor assigned to your user account. Like all other system-client views, the clients are implicitly limited to those of the current center, so if you have clients under multiple centers, you'll only see those that are under the current center. (ID# 29222)

NEW: A new field called "Government Contracting Potential?" has been added to the Client/Pre-client record to track whether a client has potential to bid on government contracting opportunities. This check box will affect reporting on the DLA 1806 (version 2011). If a client does not have government contracting potential then (ID# 29386):

  • Active clients in lines 7a and 7b of the DLA 1806 (version 2011) do NOT include clients with no potential.
  • Active bid match clients in line 7c DO include clients with no potential.
  • Initial Counseling sessions for clients with no potential ARE included in lines 11-13.
  • Follow-up Counseling sessions for clients with no potential are NOT included in lines 14 -16.
  • Awards for clients with no potential are NOT included in lines 17-20

NEW: A new "Self-Certified" option has been added to the "Disadvantage Status" drop down selection. (ID# 29338)

ENHANCEMENT: Forwarding the "mybidmatch.com" link from the WebCATS Client record will forward the link to all bid-match receipients. (ID# 29110)

ENHANCEMENT: The Request for Counseling form has been updated as follows (ID# 29157):

  • The "Woman-Owned Small" checkbox has been removed from the Business Size section
  • A "Woman-Owned Business?" checkbox has been added
  • The "Disabled?" has been removed

ENHANCEMENT: The big text fields such as the "Product Service Description" field on the client subsetting interface, and the "Notes" field on the sessions subsetting interface now support implicit wildcarding which means that the user no longer needs to embed their keywords between wildcards for these fields. ENHANCEMENT: The "*Any Close-out Session" field and the "Primary Contact E-mail Address" field have been added to the Client Subsets as a criteria option. (ID# 26781, 29114)

NEW: WebCATS will now retain the User-Defined field's short description when using the export report format. Previously WebCATS would export generic field names such as USERDEF1, USERDEF2, USERDEF3, etc. (ID# 29250)

Contacts Update

NEW: Registering a contact for a conference or training event from the WebCATS Contact record interface will trigger the same Conference Registration e-mail templates as if the contact had signed up via eCenter. One of the following "eCenter Conference Sign-ups" e-mail templates will be invoked, as appropriate (ID# 29141, 26305):

  • Conference Request Acceptance (Registered)
  • Conference Request Acceptance (Registered/Payment)
  • Conference Request Acceptance (Waitlisted)

eCenter Conference Sign-up Requests Update

NEW: A new "Use Existing" radio button has been added to the Duplicate check function on the eCenter Conference Sign-up Requests interface. This new option allows you to assign a conference request to an existing contact in the WebCATS database. Previously, if an individual signed up for multiple conference events you had to reject the second, third, fourth etc signup requests to avoid duplicate contact records in the database. These rejected entries then had to be manually processed. The new "Use Existing" functionality should greatly improve efficiency and ensure the elimination of duplicates. (ID# 29142)

Sessions Updates

ENHANCEMENT: A new SBA Jobs Act code has been added to the FEMA/Energy picklist field and this field label has also been updated to Jobs Act/FEMA. This picklist was previously available only on the Counseling Session and Conference record types but now has also been added to the Awards and Investment record types. It can be found below the Funding Source field on all data entry forms. (ID# 29253)

ENHANCEMENT: Previously WebCATS only allowed 20 clients to be closed out at one time. This limitation has been removed. (ID# 26693)

ENHANCEMENT: WebCATS will now allow for negative values in the Milestones to support gross losses. (ID# 29041)

FIX: The Milestone summary page now allows milestones to be listed in descending date order. (ID# 29135)

Bid Matching Updates

ENHANCEMENT: The following fields are now instantly updated when a new profile has been added to the system or edited:

General WebCATS Updates

Enhancement: The ability to schedule reports has been added to WebCATS under Manage/Scheduled Reports. The menu option appears for all users. Editing/viewing of scheduled reports is tied to center permissions. E.g., you must have center-edit permission to edit the details of a scheduled-report associated with a center.

The read-only detail page for a scheduled report has two "testing" buttons. The first "Run Now" button runs the scheduled report immediately, and presents the results in a browser sub-window. The second "Run E-mail Now" button runs the scheduled report and then e-mails it to the recipients indicated in the scheduled report's definition.

When run with "Run Now", scheduled reports will always include hyperlinks; scheduled worksheets run with "Run Now" do not include any active links. When run with "Run E-mail Now", neither scheduled reports nor scheduled worksheets will include hyperlinks. (ID# 23061)

Enhancement: The ability to quickly search for a client has been added to the top banner giving instant access to a specific client record without having to return to the View/Clients page. (ID# 24196)

General WebCATS Updates

NEW: On the login page there a new "Use larger fonts?" check box. Checking this causes the primary WebCATS pane's font to be increased. Note that due to technical constraints, the font is not increased for reports or worksheets.

NEW: Previously, when attempting to inactivate a counselor record, you would be prevented from doing this if that counselor was the primary counselor for any active clients. Now you will be instead prompted to automatically reassign that counselor's clients to another counselor.

Additionally, there is now a "Reassign Primary Counselor" link at the bottom of the Clients/Pre-clients view, enabling you to assign as specific subset of clients to a new counselor.

ENHANCEMENT: On the login page, WebCATS now retains the last User Name value entered.

ENHANCEMENT: Previously, when you hovered your mouse over the left-hand menu options, the text changed from blue to a nondescript grey. Now, the hover-over color is a more conspicuous orange.

ENHANCEMENT: Previously when logging into WebCATS, users sometimes clicked the Log in button repeatedly while WebCATS was in the process of actually logging them in. This resulted in multiple logins being created for that user. Now, upon clicking the Log in button, the button itself is replaced by a "please wait" message.

FIX: Corrected an error that sometimes occurred with district mapping when the zip code field was automatically validated and pre-existing district information was in the record.

FIX: Corrected an issue where calendar controls were not being disabled when their corresponding date fields were read-only.

Client Form Updates

NEW: Under the Bid Match Options section of the client record, a new Test button as been added. This allows the user to run a test of the profile by automatically logging into the profile testing feature available in the iSearch web site. Note the client's center record must have its Softshare mailbox and password entered for this feature to work properly.

ENHANCEMENT: The "Not in Business" option was removed from the Business Type field on the client record. To indicate a company's in-business/not-in-business status, use the Company Status and Date Established fields.

ENHANCEMENT: The Last Survey Response field has been removed from the client record. Upon installation, the update will automatically create Responded to Survey Milestones for those clients with dates in this field so that no data is lost.

ENHANCEMENT: Certain fields on the client record which apply in the context of an in-business client may now be configured mandatory, but will remain not mandatory if the client is marked as pre-venture. These are the fields:

FIX: Corrected an error where, under certain circumstances, removing a contact from its association with a client record generated a SQL error message.

Counselor Form Updates

FIX: Corrected an error that occurred when canceling out of a new Counselor record in edit-mode.

Survey Form Updates

FIX: Previously, it was possible to change the data type of a survey definition even after responses to that survey had been entered. This meant that a survey reponse created prior to a data type change would potential contain data that was no longer valid, resulting in an error when survey reports were run. This has been corrected so that survey definitions are no longer editable once they have been responded to.

Counselor Form Updates

FIX: Corrected an issue where requerying a conference view using a very large number of funding sources resulted in a "page cannot be displayed" error.

Custom Form Updates

FIX: Corrected an error where custom client activity records were not sorting properly in the record view.

Narrative Form Updates

FIX: Corrected an error that occurred when canceling out of a new Narrative record in edit-mode.

Center Form Updates

FIX: The Attachement Quota field on the Center record was broken such that a center was allowed to upload more attachment data than the database as a whole was configured for. This has been fixed.

FIX: Corrected an error that only occurred if you tried to delete a center record that had client activity but no clients.

EDMISrx Updates

FIX: Corrected an issue where exports that referenced deleted records were mistakenly marked by WebCATS as being incomplete, while WinCATS was correctly marking them as complete.

Report Updates

NEW: The Chrisman / Demographic reports have been updated to meet the requirements of the current process and are now available in WebCATS. Used in conjunction with a new "Responded to Chrisman Survey" Milestone type, the Mailing Label and Demographic Data Form reports may be run against all clients, survey respondents, and non-survey respondents.

NEW: All worksheets now includes a "Special worksheet processing" drop down box that includes four options:

  1. Normal: The report results are output in the usual way, with the normal cumulative and current column totals.
  2. Include audit information: This option replaces the old Include audit information check box but performs the same function, where each worksheet total can be expanded to view the records which make up that total.
  3. Breakdown by center: The worksheet results include one column for each selected center. The worksheet numbers in a given column match the cumulative-period numbers of a worksheet run on that single center.
  4. Breakdown by region: The worksheet results include one column for each region to which the selected centers belong.

ENHANCEMENT: The DLA 1806 Worksheet has been updated to include new lines 7d, 7e, and 7f. These lines perform the same calculations as 7a - 7c, however they are automatically run against a rolling twelve-month period, covering the twelve months prior to the report's end date.

ENHANCEMENT: Previously, the DLA 1806 Worksheet lines 11a, 14a, 17b, 18b, 19b, and 20b were labeled as "Recv'd by Small Disadv Businesses". The label has changed to "Small Disadvantaged/Minority-Owned Business Concerns" to clarify that these fields' calculations are made up of both small disadvantaged and minority-owned businesses.

Additionally, for each original line, a new line has been added called "Small Certified Disadvantaged Business Concerns", whose calculation does not include minority-owned businesses.

ENHANCEMENT: The Economic Impact/Capital Infusion Worksheet now includes a new line 14. This basically works like line 13a and 13b count of Clients Counseled, but instead provide the total hours counseled.

FIX: Corrected error when running the Client Case Report that occurred when running it against a session view that included counselor criteria.

FIX: Corrected error that, under certain circumstances, occurred when running the Duplicates reports against a client subset.

FIX: Corrected error where saved custom reports became uneditable when the user account under which they were created was deleted from the database.

FIX: Corrected error that occurred when the Impact Groupings report was run against a client subset that included special calculated fields as criteria.

FIX: Corrected error that occurred when worksheets were run using non-administrator logins.

Manage Menu Updates

NEW: The first steps in migrating WinCATS Administrative functionality to WebCATS have been taken. The Manage|Admin menu item has been replaced with Manage|Global Configuration. This menu item will only be available to users with administrative privileges. So far the functionality of the WinCATS Global Configuration General and Reporting tabs has been made available. Note: the inclusion of the Reporting option means 641 Part I/II agreement text may be modified from within WebCATS.

NEW: A new Logins menu option is now available, visible to Administrative users only, which replaced the File | Logins option in WinCATS. Administrators can now view users' audit activity on a session-by-session basis, as well as disconnect users with "dead" logins.

NEW: A new Saved Worksheets option is available, where you can delete saved worksheets.

FIX: Corrected an error that occurred when clicking the Check Criteria button when editing a saved subset.

General WebCATS Updates

NEW: A new "FEMA/Energy Assistance" field is now available on the counseling session and conference records, so that assistance given in response to natural disasters can be tracked and uploaded to the EDMIS system. Note as this is an SBA requirement, databases consisting entirely of PTAC centers will have this field invisible by default.

ENHANCEMENT: The Zip Code field on the Client/Pre-client, Contact, Conference, and other forms is now automatically validated with a Zip + 4 code as you tab out of that field. All other address fields will remain untouched unless you manually press the Validate Address button.

ENHANCEMENT: WebCATS now allows multinational top-level email domains in e-mail addresses. Previously, they would have been considered invalid.

ENHANCEMENT: The left-hand navigation bar has been reorganized:

  1. The Worksheets and Select Centers links were moved from under Tools to the View menu.
  2. The Tools menu selection was renamed to Manage
  3. The Administration link was renamed Synchronization

ENHANCEMENT: Previously, when creating a subset that included a counselor, WebCATS did not include counselors that had not yet been assigned any activity. This has been changed so that even newly entered counselor records will appear for selection.

ENHANCEMENT: On the Clients/Pre-clients and Contacts views, the views no longer automatically load companies and contacts beginning with "A" as the default view. Instead, you can immediately use the Quick Search or click on the appropriate letter to search for the record you want. This was done to save load times, particularly in large databases.

ENHANCEMENT: Three new user-defined field and survey question data types are now available:

  1. Multiple-choice: on the form, choices will appear as multiple check boxes.
  2. Labels: read-only text to be used as headings or as instructional information.
  3. Currency: data entered will be automatically formatted as currency.

FIX: Corrected an error that occurred when trying to view a new eCenter conference sign up request.

Client Form Updates

ENHANCEMENT: The Referral-From options have been modified in accordance with the updated 641 requirements:

  1. "SBA Network Program" has been renamed "SBA Disctrict"
  2. "Bank" has been renamed "Lender"
  3. "SBA Web Site" has been added.

ENHANCEMENT: From the read-only Client Detail, you can now edit a contact's Position, Owner flag, E-mail Address, and Work Phone. Previously, you would have had to open and edit the contact record itself.

Counselor Form Updates

ENHANCEMENT: Previously, when you attempted to inactivate a counselor, if that counselor was the primary counselor for any active clients, you would not be able to confinue with the inactivation until those clients had been reassigned to a new primary counselor. Now, you are given the option to automatically null out the primary counselor field for those clients and continue with counselor's inactivation.

ENHANCEMENT: Conferences for which a counselor was the instructor are now displayed in that counselor's history of activity.

Client Activity Form Updates

ENHANCEMENT: The counseling session record now has the ability to track separate prep and travel times for each counselor in the case of multi-counselor sessions.

ENHANCEMENT: The investment and milestone records can now support multiple counselors per record. This capability is configurable on the Sessions tab in WinCATS Global Configuration.

ENHANCEMENT: The short names of impact milestones as displayed in the Client History of Activity pane have been clarified:

  1. "Exports" -> "ChgExports"
  2. "Profits" -> "ChgProfits"
  3. "Sales" -> "ChgSales"
  4. "NewStaff" -> "ChgStaff"

Additionally, the milestone amounts are displayed with a differential, showing both the current value and the increase.

ENHANCEMENT: On the eCenter client and conference signup views, additional information is now displayed. Besides what's currently there, both views now also include company and contact phone number.

ENHANCEMENT: Previously, a survey question set could contain only fifteen questions. Now the number of questions that can be created is unlimited.

ENHANCEMENT: Previously, survey responses could only be created for whichever was the active survey as specified in WinCATS Global Configuration. Now, each center record can have its own unique active survey, and in addition you can select old, non-active surveys for response.

Conference Form Updates

ENHANCEMENT: On the conference attendee list, the Attendance check box has been changed to a Status picklist that includes the following options: Prospective, Waitlisted, Registered, and Attended. Also, the date and time the contact was added to the list is now displayed, to aid in managing the new statuses.

ENHANCEMENT: The conference record now supports multiple instructors.

ENHANCEMENT: The SBA Training Topic and DLA Training Topic fields have been combined into a single Conference Topic field. This field will be a multiple-select field, with one topic being designated as the primary topic. The two corresponding reports (Conferences by Center w/ DLA Training Topic and Conferences by SBA Training Topic) have also been replaced by a single report.

ENHANCEMENT: WebCATS now includes a feature allowing you to copy the details of a conference record into a new confernce record, saving data entry.

Center Form Updates

ENHANCEMENT: The center record now includes a field allowing you to set a default view on the client form. The default can be one of the built-in views or a saved subset, and is configurable on a per center basis. Previously, this could only be accomplished via WinCATS.

EDMISrx Updates

ENHANCEMENT: A new "EDMISrx Exports" option now appears for Administrators. It will provide a one-line per EDMIS Export view, with clickable totals of exported, accepted, or invalid/rejected clients, counseling sessions, investments, or conferences. Incomplete exports will be highlighted with the creation date in red.

ENHANCEMENT: Previously, the EDMIS error "Date Counseled on Part 3 cannot be prior to Client Signature Date on Part 1 and 2" only referred to counseling sessions whose initial session date was before the signature start date, and our hover-over tip indicated as much. However, the error now might also occur when an investment's approval date is before the signature start date, so the hover-over tip has been updated accordingly.

ENHANCEMENT: Previously, investment records with their approval dates prior to a client's initial session were exported without any warning from 'CATS. They were then rejected by EDMIS with the following error: "Invalid value(s) for element CounselingRecord_ClientIntake_CounselingSeeking_Code ? Invalid Number" and WebCATS gave no indication of the problem. Now, WebCATS provides warnings during data entry and offending records will be marked as invalid in EDMISrx, along with hover-tip explanation.

ENHANCEMENT: The Year/Quarter picklists that had been removed in build 423 have been restored in this build and work as follows:

  1. The default view is based on the current system date.
  2. The quarter and year default to the most recently closed quarter (before, it defaulted to the current quarter).
  3. To view a particular EDMIS export, set the filter based on the export's end date

Report Updates

ENHANCEMENT: The 641 Part III report box 43 has been updated to include check boxes for HUBZone, SDB, 8a certification. The appropriate box will be automatically selected only if the reported session is the first after the date of certification. The boxes will not be selected in subsequent sessions' reports.

Additionally, SBA Financial Assistance, Community Express, Micro Loan, and Other are now represented in box 43 as well, however these values are not automatically updated.

FIX: The session notes as displayed in the 641 Part III were being rendered double-spaced. Changed this so they are now properly single-spaced.

ENHANCEMENT: Added a "-- Select Favorites --" line item to the Network Favorites report list in WebCATS, similar to how the "My Favorites" tab presents this option. Previously, the ability to edit Network Favorites was only available via WinCATS. The new option will only be presented if the WebCATS user has center-edit perms on the current center. Any reports added by the user will be in addition to those listed in the WinCATS Global Configuration Report Favorites tab.

NEW: To aid in reporting on sessions that involve more than one counselor, the "Counseling Sessions by Client" report has been split into two variants:

  1. The "Counseling Sessions by Client" report shows the total prep + travel + contact time for each counseling session, but for multi-counselor sessions no longer breaks out the IDs of the counselors, and instead just displays "Multiple (#)".
  2. The "Counseling Sessions by Client/Counselor" report shows each counselor's prep + travel + contact time. The single contact time for the session is incorporated into the total for each counselor.

NEW: To aid in reporting on sessions that involve more than one counselor, the "Summary of Counseling by Center/Counselor" report has been split into two variants:

  1. The "Summary of Counseling by Center/Counselor (Client Hours)" is the original report just with some altered column headers. The session counts and hours in this report are client totals.
  2. The "Summary of Counseling Center/Counselor (Actual Hours)" is a new version of the report that reports actual counselor hours.

ENHANCEMENT: The "Investments by Center" and "Investments by Counselor" reports now provide investment grand totals at the bottom, and the "Awards by Center" and "Awards by Counselor" reports now include award grand totals.

Worksheet Updates

ENHANCEMENT: You are now able to run the worksheets against client subsets. Previously this capability was only in WinCATS.

ENHANCEMENT: The "Understanding Worksheet Report" button has been moved from the bottom to the top of the worksheet, and relabled "Understanding This Report" for better visibility.

ENHANCEMENT: The Economic Impact/Capital Infusion Worksheet's line 1a of our Worksheet previously calculated only Started Business milestones. Now this line item will also include all Bought Business milestones.

ENHANCEMENT: Previously, the Quarterly Case Report line 11 counted businesses that were either categorized as Unknown or Not in Business. These categories have now been broken out into separate 11a and 11b line items.

DELETION: The 1806 versions 2003 and 2005 were removed: the 2003 was identical to the 2007 version except that the 2003 is missing line item 21, and the 2005 version is slightly different from the 2007 version in that it uses an older, outdated calculation to generate line item 21.

DELETION: The Economic Impact by Approval Date (pre-2007) was deleted because the Economic Impact/Capital Infusion Worksheet includes all the line items from the pre-2007 version, plus more.

ENHANCEMENT: The name of the "Unofficial Center Overview Worksheet" was changed to "Counseling, Training and Awards Overview".

DELETION: The SBA Quarterly Case Report has been deleted, and the SBA Quarterly Case Report (2007) slightly modified: the 2007 version is identical to the prior version with the exception of line 3b on the old SBA Quarterly Case Report, therefore we added a line 3e to the (2007) version and labeled it "All Prep & Contact Client hours/Clients Counseled [LEGACY]".

ENHANCEMENT: In order to limit confusion, the Expanded Economic Impact Worksheets have been renamed as follows:

  • "Expanded Economic Impact (by Company Status)" is now "Jobs, Sales and Investments (by current company status)"
  • "Expanded Economic Impact (by Initial Status)" is now "Jobs, Sales and Investments (by initial company status)"

General WebCATS Updates

ENHANCEMENT: If you run a report using the Export Format (comma delimited) option with the Enable Record Links check box selected, the comma delimited output will sometimes include "under the hood" information that doesn't appear in the Normal format reports. WebCATS has been updated so that when you select Export Format, the Enable Record Links check box is automatically deselected.

ENHANCEMENT: Updated WebCATS so that upon deleting a client record, you are subsequently presented with the main point of contact record. This was done on the assumption that if the client record was deleted, probably the associated contact should be as well.

ENHANCEMENT: The new build of WinCATS has a new checkbox under the Global Configuration, "WebCATS" tab: "Show EDMISrx to non-administrative users?". The checkbox defaults to selected/checked. Deselecting this box will cause the WebCATS EDMISrx menu options to be displayed only for administrative users.

ENHANCEMENT: Clicking on the page caption of any read-only detail page with expandable/collapsible sections ("Client Detail", "Contact Detail", etc.) will now expand or collapse all detail sections at once. Previously, you had to open or close these sections one at a time.

FIX: Previously, users who try to access the unsecure HTTP version of WebCATS would be automatically redirected to the secure HTTPS site. However, it was found that once in the software they could experience various issues because of the redirect. Now, instead of the redirect, users are presented with a message to log directly into the HTTPS site.

FIX: Corrected issue where a subset that searched on multiple centers did not retain that center selection when it was saved.

ENHANCEMENT: Updated the zip code mapping table so that it now uses ranges of zip codes instead of requiring that each individual code be listed. This will allow for much larger zip codes lists to be used.

NEW: The Notices page now includes a link to the WebCATS tutorials page on www.catseasily.com.

ENHANCEMENT: On the Economic Impact worksheets, the New Businesses Created (based on Date Estab./Counseling) calculation has been modified. Previously, clients were counted in this total if they had a date established followed by a counseling session in the reporting period. Now, they are also counted if the date established is followed by an investment.

Client Form Updates

NEW: Add an "Electronic Signature" field to the WebCATS client record. This field contains the signature value entered by an eCenter user on the Client Sign-up page, and is not editable on both the client record and the counseling request record.

ENHANCEMENT: Previously, users adding or editing a Bid Match profile via the WebCATS client record would need to manually log into the eService website in order to access the Bid Match add/edit window. Now, the center record includes a field for the Softshare account password, so this is used to automatically log users into eService.

ENHANCEMENT: Updated warning message when a client record is about to be deleted, which indicates any associated client activity that would be deleted as well. Previously this message did not reference any user-defined form activity, but now does.

FIX: Under certain circumstances on the Client Merlin, default city and state information would not appear for a new contact. This has been corrected.

FIX: For programs using eCenter, when creating a new client record via the Client Merlin, upon completion of the Merlin you are given the opportunity to send the client an E-mail with their eCenter password. However, this message did not appear if after completing the Merlin you selected the option to create a session for that client. This has been corrected.

FIX: Corrected issue where, when creating a new contact to be linked to an existing client record, WebCATS was incorrectly allowing that contact to be located at a center other than the client to which it was being attached.

FIX: Previously, under certain circumstances, Bid Match profiles reactivated via the WebCATS interface would not be activated with updated e-mail information from the client record. This has been corrected.

FIX: Corrected various issues where a SQL error was generated when certain criteria were used to create a Client Subset.

Conference Form Updates:

ENHANCEMENT: Setting a conference status to "Cancelled" now automatically clears the "Reportable" check box and displays a message indicating this was done. Note that the Reportable checkbox is not disabled (you can still re-select it for the cancelled conference if you wish).

Center Form Updates:

NEW: For programs using eCenter a new eCenter Client Sign-up Fields section has been added to the center record, which allows each public center to create a unique configuration of the client sign-up page on eCenter. Fields can be set to visible to include them on the form, as well as set to mandatory.

FIX: Updated the center record in WebCATS to include the master link for the center's mybidmatch.com page. This had been inadvertently removed in a previous build.

NEW: For programs using eCenter, the center record was updated to include new fields associated with the eCenter site, primarily for providing point-of-contact information to eCenter users. These fields are mandatory for centers marked Public.

ENHANCEMENT: Under Tools>Select Centers, the list of available centers has been expanded:

1. Clicking on the value in the Center ID column takes you to that center's client list.

2. Clicking on the value in the Center Name column takes you to the read-only Center detail.

3. Clicking on the numbers in the Pending Client Sign-ups and Pending Conference Sign-ups columns takes you to the list of pending Client or Counseling Sign-ups for that center.

Counseling Requests Form Updates:

ENHANCEMENT:For programs using eCenter, the permissions requirements for moving eCenter-generated counseling requests from one center to another were relaxed slightly.

ENHANCEMENT:For programs using eCenter, previously when accepting a counseling request, you would potentially have to first edit the request and add a primary counselor if no counselor was already specified. In the new build, upon accepting the request, you get instead get a prompt giving you an opportunity to assign a counselor.

Counselor Form Updates:

ENHANCEMENT: To aid in eCenter functionality, the counselor record e-mail address and phone number have been made mandatory.

Awards Form Updates:

ENHANCEMENT: The label for the Award Date field has been changed to "Reporting Date". This clarifies that the date entered in this field is not necessarily the date of the actual contract but could also represent the date client reported the award to the PTAC.

Reports and Worksheets Updates:

ENHANCEMENT: On the Economic Impact/Capital Infusion worksheet, clarified lines 14 and 15 labels to better indicate from when these numbers are being calculated.

ENHANCEMENT: On the Economic Impact/Capital Infusion worksheet, added a new line 17 "Total Training Event Sessions" which provides a total of the values in the Number of Sessions field from the Conference record.

FIX: Under certain circumstances, running a custom counselor report could generate a SQL error. This has been corrected.

NEW: Five reports have been added to help find duplicate records: three for clients and two contacts. The reports return records that have combinations of matching company name and phone number for client duplicates, and contact name, phone, and e-mail address for contact duplicates.

FIX: Corrected minor display issue in contact reports that included two lines of address information.

ENHANCEMENT: In the custom client reports, added contact first name, middle initial, and last names as separate reportable fields.

NEW: Added the Avery 5160 mailing label report to the list of Contact reports.

FIX: Corrected issue where the Comparative Award Summary Report, when run on all centers, would potentially return different results depending on which center the report was run from.

FIX: Corrected issue where running a custom conference report using the Instructor field would, under a specific circumstance, would generate a SQL error.

ENHANCEMENT: Previously, the Long Term Client (LTC) calculations on the Economic Impact/Capital Infusion (FY 2007) Worksheet report used an October 1 fixed start date. This prevented centers using a calendar year from running it using their own criteria. Now, the start date for long term clients counseled is based on the globally configured Fiscal Year Start Month (at the bottom of the Reporting tab of WinCATS global configuration).

General WebCATS Updates

ENHANCEMENT: All users will be automatically redirected to a secure WebCATS URL using HTTPS. Users with bookmarked links will need to recreate their bookmarks from scratch as edited bookmarks do not work properly; nor does the redirect when accessed from a bookmark. Although you may be able to access WebCATS using your old “favorite” links and bookmarks, when you access WebCATS via these links, you may find that it performs more slowly than normal. For example, some screens may only partially load and creating clients and/or counseling sessions may hang halfway through. For these reasons, it is imperative that all prior bookmarks are recreated from scratch.

NEW: At the login page, WebCATS automatically checks whether the user has pop-ups enabled. If pop-ups are not enabled, a warning will be issued on the login page along with a link to an FAQ advising users how to allow pop-ups.

NEW: Users are now able to add attachments to conference and center records, as well as to the main Notices page of WebCATS.

ENHANCEMENT: Many changes have been made to the WebCATS interface, as detailed next. 

Users will discover that many of the left-hand menu choices have been moved or removed. Many of the Add functions have been moved to their respective forms, specifically:

  • Users can add client-specific sessions (counseling sessions, awards sessions, investment sessions, milestone sessions, custom sessions, and survey responses) from the individual client record. Additionally, a New button has been added to both the top level View menu selection for each of these forms as well as to the detail view of each of these forms.
  • Users can add contact-specific inquiries from the individual contact record. Additionally a New button has been added to both the top level View|Inquiries menu as well as to the inquiry detail view. The Inquiry Merlin has been removed from WebCATS.
  • Users can add new narratives and counselors from the center record. To access the center record they can click on their home center name at the top of the View|Clients screen.

The two eCenter menu selections indicating new client sign-ups and conference sign-ups from the Softshare eCenter Web site have been placed within the View menu selection. The two menu selections will show in bold the total number of new sign-ups that have not yet been processed.

SBDC-funded programs will see a new top level menu selection called EDMISrx where individual centers within the SBDC network can go to to view and correct errors associated with the EDMIS export to SBA. Visit Softshare's EDMISrx Web pages for more information.

A new banner has been added to the Notices page of WebCATS for easy access to:

  • The WebCATS FAQs
  • Various resources
  • The Softshare newsletter
  • These build notes

Users can gain access to this Notices page by clicking on the WebCATS logo in the upper left hand corner of the WebCATS interface. 

The Help menu selection has been streamlined with a new link to the WebCATS Tutorials which will be added over the course of 2008.

The View|Lists and Add|Lists menu options have been deleted completely due to the fact that they are obsolete and no longer used. (Attendee lists associated with conference records are still fully functional.)

ENHANCEMENT: Investment and milestone records in WebCATS will now also be protected from editing if they are dated prior to the lock down date set by the system administrator in WinCATS’ global configurations.

ENHANCEMENT: The text on the lower left hand corner that stated “This page will expire in X hours Y minutes” has been removed.

Clients Form Updates

NEW: The following fields have been added to the Clients form:

  • The Alternate Phone field, which may be used to track toll-free numbers.
  • Gross Revenue/Sales field and its associated date field, which are reported in field 26 of the SBA 641 Client Intake Report. Changes to these fields will prompt the user for the creation of a milestone record.
  • The Sales Profits/Losses field and its associated date field, which are reported in field 26 of the SBA 641 Client Intake Report. Changes to these fields will prompt the user for the creation of a milestone record.
  • Chrisman Survey Date field, which also has a corresponding milestone type that can be updated if client-milestone synchronization has been activated by the system administrator.
  • Three new Primary Code fields for SIC, NAICS, and PSC codes. The primary code may be made mandatory by the system administrator in the WinCATS Global Configuration settings. Additionally, the new 2007 NAICS codes replaced the 2002 NAICS codes. Approximately 5-10 codes were added, an equal number of codes were officially deleted, but not removed from WebCATS; instead, their descriptions have been appended in WebCATS with "(2002)" to indicate their obsolescence. There were around a dozen codes that had updated/altered descriptions.

NEW: Editing the PSC, SIC or NAICS codes via the WebCATS Client Detail form has been enhanced with a new search capability. Users can click on the hand icon located next to each of the codes and WebCATS will present the user with a listing of all applicable codes with a new Code Search field at the top.

NEW: Google maps will automatically pop up when clicking the client's address on the read-only Client Detail form.

ENHANCEMENT: The Business Size field on the Clients form has been modified to better reflect the various business sizes: 

  • The woman-owned business selection has been removed from the Business Size field; instead, users should choose the “Female (50%> Woman-Owned)” option under the Company Gender field.
  • Users will also find that the “Disadvantaged Small” option under the Business Size field now has a sub-classification where users can specify whether the disadvantaged business is SDB certified, 8(a) certified, or not certified at all.
NEW: The last initial or follow-up counseling session date has been added as a sortable column on the client record summary view.

Contacts Form Updates

NEW: A Work Phone field has been added to the Contacts form.

NEW: The user now has the ability to send the eCenter password directly to a contact by clicking on the eCenter password on the read-only Contact Detail form. An e-mail message will automatically pop up that may be edited or forwarded as-is to the contact.

NEW: Google maps will automatically pop up when clicking the contact's address on the read-only Contact Detail form.

ENHANCEMENT: The “Add Conference” interface has been enhanced with sortable columns and the ability to add a contact to multiple conferences at once.

Counseling Sessions Form Updates

NEW: A Referral To field has been added to the Counseling Sessions form. This field draws from the same list of drop-down choices as the Referral To field found on the Clients form, but the two fields will act independently from each other.

NEW: The counselor name has been added as a sortable column to the summary listing of counseling session records.

Investments Form Updates

NEW: A new option, titled "Withdrawn," has been added under the Investment Status field.

Milestones Form Updates

ENHANCEMENT: WebCATS will assign intelligent defaults to the Initial Date and Initial Amount fields on newly-created impact milestone records, as follows:

  • For this intelligent defaulting of initial date and amount for change in staff milestones, WebCATS looks for the most recent milestone of the same type for the same client and uses its date and amount. If the client has no previous change in staff milestone, WebCATS fills in the client's current full-time + part-time employees value as the milestone's initial amount and the initial date is pulled from one of the following fields, in the following order preference: Signature/Start Date field, Date Established field (for company), or the Entered field (data entry date).
  • For the change in sales and change in profits milestone types, WebCATS will apply either the values from the most recent milestone of the same type or the values from the client record, depending upon which is more current.

Conferences Form Updates

NEW: The following fields have been added to the Conferences form:

  • Total Attendee Income
  • County
  • Maximum Number of Attendees, which limits the number of attendees for an event. WebCATS users are prevented from adding more attendees once the number of members in the attendee list reaches the maximum value entered in this new field. At that time, the Conference Status field's value is also automatically changed to “Full.”

ENHANCEMENT: The merge attendee functionality within a conference record (available by clicking the Merge button under the "Attendee List" heading) has been enhanced to allow users to sort all columns of the displayed attendee lists, including conference date and title.

ENHANCEMENT: All Conference Sign-In Reports have been enhanced with the following information at the top of the report:

  • Title: <Conference Title>
  • Center: <Center>
  • Training Location: <Address, City, State, Zip>
  • Instructor: <Instructor>
  • <Conference Start Date> to <Conference End Date> (Total Hours: <hours>)

Counselors Form Updates

NEW: The following fields have been added to the Counselors form:

  • Date Hired
  • Areas of Expertise, to be configured by a system administrator in WinCATS' global configurations
  • Geographic Territory, to be configured by a system administrator in WinCATS' global configurations

Subsetting and Reporting Updates

ENHANCEMENT: When creating a subset, you may search for records across multiple centers, and now, when saving the subset, the center selection(s) will be preserved for future use. Previously, a saved subset would revert back to the user’s home center as the center criterion.

ENHANCEMENT: The word “Sample” has been superimposed over all sample reports.

Worksheet Updates

NEW: A new SBA Quarterly Case Worksheet (2007) has been added. It's based upon the 2005 version, but includes several new logical line items under sections 1-3. Legacy line items have been preserved for historical purposes.

NEW: A new Economic Impact/Capital Infusion Worksheet has been created to help synchronize between the EDMIS reporting requirements and the WebCATS database. The data elements on the report include:

General WebCATS Updates

NEW: Added the ability to create user-defined fields on the Contacts, Milestones, Investments, Inquiries, and Conferences forms. These fields may be used in subsets and included in custom reports.  They are managed via the new User-Defined Fields tab, found in WinCATS' global configuration settings.  Management of the user-defined fields configured for the Clients form, which was previously done under the Clients tab in the global configuration settings, have also been moved to the new User-Defined Fields tab.

NEW: Added the Custom Activity Forms Module. This is an optional, add-on component for Softshare 'CATS that provides the ability to create user-defined client activity forms. This means that WebCATS can now track and report on (via the recently introduced custom reporting module), whatever type of client information you want. These custom client activity record types are managed via WinCATS' global configuration settings (User-Defined Forms tab). Once defined, custom records are viewed and added via the WebCATS toolbar in the same way that system-defined records are.

ENHANCEMENT: Bid Matching centers with clients using mybidmatch.com can now access the mybidmatch.com master index by means of a link on the center record. The center record itself can be viewed by clicking on any link that references the center's name or ID.

FIX: All hyperlinks that referenced web pages on www.usabid.com have been changed to refer to the new www.catseasily.com web site.

FIX: Corrected issue with user-defined field pick lists. Previously, space characters entered before or after pick list options could prevent their being matched on in subset searches.

Clients Form Updates

ENHANCEMENT: In the custom client report, added field selection to enable reporting on primary contact address and e-mail.

ENHANCEMENT: In the client record history detail, for conference attendance information, added attendee name and fee level paid under the expanded detail information.

FIX: Corrected issue where, under certain circumstances, an uploaded client attached document would not retain any associated description or keywords.

FIX: Corrected issue in Client/Company Merlin where, upon completion of data entry, if any needed corrections required the user to make a second pass through the Merlin, political district information would be blanked out and the user would have to select these values again.

Counseling Sessions Form Updates

ENHANCEMENT: In the follow-up e-mail reminders that are created after saving a new counseling session, modified the VCalendar (.vcs) file that is attached to the e-mail so that it is compatible with Oracle's e-mail program.

FIX: Corrected error that occurred when running a custom session report on a session view that filtered for a single counselor.

Milestones Form Updates

FIX: Corrected issue where a custom report created under one center was not visible to users with a different default center, even though the report was set to be available to everyone.

Conferences Form Updates

ENHANCEMENT: The conference description field has been expanded to support 1,200 characters.

FIX: Corrected errors that prevented non-administrative users from running custom attendee reports, or from merging attendee lists.  

Counseling Requests Form Updates

FIX: Corrected error that sometimes appeared when tabbing through the full-time employees and part-time employees fields, while editing Counseling Request records.

General WebCATS Updates

NEW: From WinCATS' global configurations, administrators may now hide the list of current users that displays on the initial welcome page that non-administrator users see after logging into WebCATS.

NEW: From WinCATS' global configurations, administrators may now disable the automatic duplicate checking feature that occurs when creating new client or contact records in WebCATS. However, before making the decision to do so, please note that the duplicate search for contacts has been improved upon, requiring more matching characters to produce duplicates and, in the process, using less system resources and time to produce the pop-up screen of potential duplicates.

NEW: From WinCATS' global configurations, administrators may now select one of four center search options for WebCATS' Quick Search feature that affect how restrictive or unrestrictive the center search is: 

  • Disabled. The Quick Search field is not present from the client or contact record summary view. The [Quick Search] picklist option under the Views field only allows searching of those records belonging to the current center.

  • All Centers (global). The Quick Search field present on the client or contact record summary view searches records belonging to all centers. The [Quick Search] picklist option under the Views field offers the global center search, but defaults to the current center only.

  • Current Center Only (but allow global). The Quick Search field present on the client or contact record summary view searches records belonging to the current center only. The [Quick Search] picklist option under the Views field offers the current center only search, but defaults to the global center search.

  • Current Center Only (global not allowed). Both the Quick Search field present on the client or contact record summary view and the [Quick Search] picklist option under the Views field are restricted to searching records belonging to the current center only.

Users will be able to see which setting is in place for their database based on available center search criterion (when using the [Quick Search] picklist option under the Views field) or by how returned records are labeled in the Views field (when using the Quick Search field that is present from the client or contact record summary view).

DLA-Specific Updates

NEW: A new version of the DLA 1806 Worksheet has been added. This new worksheet is titled "DLA 1806 Worksheet (2007)" and has been enhanced with two new calculations:

  • A new line, 7(c), has been added to provide you with a quick count of all bid matching clients that were active at some point during the reporting period. While this calculation is not required by DLA, it is beneficial for many centers to know how many clients were actively bid matching during the reporting period.  

  • Based upon new requirements released by DLA, line 21 now uses $50,000 as the standard annual salary for one position to calculate the number of jobs created.

SBA-Specific Updates

ENHANCEMENT: Based upon the new definitions released by SBA, WebCATS has been modified to consider a start-up business to be any business that has been in operation for less than 12 months. 

ENHANCEMENT: Based upon the new definitions released by SBA, WebCATS now requires all initial SBA-funded counseling sessions to have the following contact time requirements:

  • 60 contact minutes for face-to-face sessions

  • 30 minutes total of preparation and/or contact time for online sessions

  • 30 minutes total of preparation and/or contact time for telephone sessions

ENHANCEMENT: Based upon the new definitions released by SBA, SBA-funded trainings must have the following minimums in order to be included in EDMIS uploads:

  • 60 minutes AND 2 or more attendees for courses, seminars, or teleconferences

  • 30 minutes AND 1 or more attendees for online courses

Subsetting & Reporting Updates

ENHANCEMENT: When creating a subset, you may now include records from any number of centers in the subset's results. Previously, you could include either your own center or all centers in the subset, but not a combination of centers. Now, you may search within any combination of centers (assuming you have the proper permissions).

NEW: A Field Search field has been added to the top of all subset criteria screens to help you quickly find a field you want to include in your subset. This may prove particularly helpful on the client subset criteria screen because it has a large number of fields. As you begin typing in the field name, WebCATS will continuously adjust the display so that only fields that match the characters you are entering remain.

NEW: A checkbox titled Make subset available to all centers? has been added to the Tools|Manage Subsets menu. This new checkbox allows you to make newly created and saved subsets available to other centers.

NEW: A new "Custom Reports" tab has been added to WebCATS' various reporting screens, letting you decide not only what data should be included in the report output, but how it's formatted as well.

NEW: A new menu selection has been added to WebCATS' left-hand menu that allows you to manage custom reports. Located under Tools|Manage Custom Reports, this management interface lets you share custom reports with other users or delete custom reports no longer in use. Administrators may use this interface to see an overview all custom reports created by all users.

NEW: Thumbnails of sample report output are now available for all of WebCATS' built-in management reports. Clicking on a built-in report from the report selection window will display the thumbnail at the bottom of the report criteria page, letting you quickly see the data included in the report and report layout.

NEW: WebCATS now allows users and administrators to create listings of favorite reports. These listings can include built-in reports, custom reports, or both. From the "My Favorites" report tab, users can create their own personal listing of favorite reports, making these reports readily accessible for easy selection. Network administrators can create a listing of favorite reports that are used across the entire program, which will display under the "Network Favorites" tab. This tab will not display in WebCATS until an administrator creates the list of favorite, network-wide reports.

ENHANCEMENT: Previously, the Client Case Report, available as a counseling session report, would only report on initial and follow-up counseling sessions, regardless of the "Reportable" criterion selected from the counseling session record filter box. Now, the Client Case Report, like other counseling session reports, will include administrative and close-out counseling session records in its output, assuming the counseling session record filter criterion (available from the record filter box that displays in the counseling session record summary screen) has been expanded to include both reportable and non-reportable sessions.

FIX: Some page breaks contained by WebCATS' HTML report output formats were not being respected in the Microsoft Internet Explorer version 7.0 browser. This IE7-specific problem has been resolved.

Clients & Contacts Form Updates

ENHANCEMENT: Previously, the contact duplicate search feature used very expansive matching criteria when returning potential duplicates: a contact was considered a possible duplicate if the first letter of the contact's first and last name matched the new contact name being entered. Because this search was so expansive, the duplicate search window could sometimes take a long time to return results. To speed up the duplicate search, Softshare has increased the minimum matching requirements to the first letter of the contact's first name and the first three letters of the contact's last name. This should cut down significantly the number of potential contact duplicates returned and the time it takes to generate those duplicates.

ENHANCEMENT: The company e-mail address field has been expanded to support 255 characters.

ENHANCEMENT: The Previous and Next buttons on the Client/Company Merlin are now tab-friendly.

ENHANCEMENT: If a search profile includes one or more product code types, then the e-mail that is generated when you choose to forward a profile now includes the corresponding product code type hyperlinks:

Milestones Form Updates

NEW: A new milestone/client synchronization has been added for the "Bought Business" milestone type. When milestone-client synchronization is active (as determined by the Prompt to synchronize clients and milestones? setting in WinCATS' global configurations), the selection of the "Bought Business" milestone type triggers WebCATS to look at the client's current status. If it's set to "Pre-Venture," WebCATS prompts you to change the business status to "Start-up."

General WebCATS Updates

NEW: Upon login, all users will now see the Notices page as the first page. A "What’s New?" button, which links directly to build notes, has been added to this so that users can quickly and easily access all the features, fixes, and enhancements that were incorporated into the latest release of WebCATS.

NEW: Some of the view/create commands in the WebCATS' left-hand navigation menu can now be disabled (i.e. made invisible) by 'CATS database administrators. For example, PTACs who do not use the Narrative or Investment modules in WebCATS can disable the view/create commands for these modules. Or, similarly, SBDCs might want to disable the Awards module commands. Disabling commands is a program-wide configuration that affects every WebCATS user in the program.

NEW: A new command, titled "Manage Subsets," has been added to WebCATS' left-hand navigation menu under the "Tools" category. From this new subset interface, users can view, edit, and delete previously saved subsets. Users must have edit/delete permissions for a particular form in order to edit/delete saved subsets related to that form. Prior to this subset management tool, saved subsets could only be managed by 'CATS administrators--and only from WinCATS.

NEW: A new command, titled "Manage Documents," has been added to WebCATS' left-hand navigation menu under the "Tools" category. Available to 'CATS administrators only, this new Client File Attachments form provides administrators with a global view of the client record attachments that have been uploaded and, also, allows administrators to delete or download those documents. This new interface is similar to other WebCATS forms in that administrators can filter attachment data by a number of criteria. (The uploading of attachment is performed from within client records and is discussed under "Clients Form Updates" below.

ENHANCEMENT: When viewing a summary list of more than 100 of any of the various record types in WebCATS, numbered links now display at the bottom of the listing so that users can quickly jump to a particular page. Previously, users could only move from page-to-page sequentially.

ENHANCEMENT: The quick search feature, previously accessible by a button that took you to a separate interface, is now a keyword search field located directly on the client and contact record summary view screens. Quick searches  This search feature automatically searches across the entire database, not just the current center's records. Furthermore, it has been enhanced to search against the e-mail address field as well as client ID, company name, and contact name fields.

ENHANCEMENT: Subset creation can now also be initiated using the new Subset button located at the top of most form types. Previously, it was often only available from the Views drop-down menu which did not give it prime visibility.

Clients Form Updates

NEW: By default, every 'CATS database is now provided with 500MB of attached document storage capacity. This allows users to attach supporting documents for clients from the view-only mode of individual client records. From this view-only mode, you can also view, edit, or even delete previously uploaded attachments. 'CATS administrators can set limitation in terms of the types and maximum file size of documents that are allowed for upload. Users are advised to compress large files so as to reduce upload time and conserve space since Softshare is only providing up to 500MB of disk space free of charge. Additional attachment allocations may be purchased if more disk space is necessary.

NEW: Enhanced intelligence has been added to WebCATS with respect to the Company Status and Date Established fields. In essence, WebCATS will not allow conflicting data between these two fields upon saving of a new client or edited client record. For example, if a date is entered into the Date Established field, but the Current Status field has a value of "Pre-venture/Nascent," WebCATS will change the company status and warn the user accordingly. Similarly, if an established date is entered that is less than six months ago, WebCATS will change the Company Status field to "Start-up"; if it is more than 6 months ago, it will be changed to "In Business."  This feature only comes into play when a record is created or edited. Existing client records in the database that have conflict between these two field values will remain unaffected until they are opened for editing.

NEW: From the Client/Company Merlin, users are now able to select an existing contact from the database as part of the client record creation process.

NEW: When creating new client and contact records via the Client/Company Merlin, users no longer need to manually check for duplicate companies or contacts. Instead, WebCATS will automatically notify the user of potential duplicates. The company duplicate check is performed against the company name and/or company phone number; the contact duplicate check is performed against the contact name and/or contact e-mail address.

NEW: When sending e-mails to groupings of client records, WebCATS now prompts you to exclude any client e-mail addresses that belong to records with the Include on mass e-mailings? option deselected.

NEW: When updating an e-mail address or phone number for a client record, WebCATS now prompts you to synchronize associated records (i.e. contact records) with this new information as well.  This helps preserve data integrity across the database. Previously, this prompt only appeared when address information was updated.

ENHANCEMENT: When a bid match client is inactivated, WebCATS now asks if you also want to inactivate the client's search profile.

ENHANCEMENT: The activity history list that displays at the bottom of every open client record has been enhanced to show more details for the associated client activity records that are listed there. This extra detail is available by expanding each record line item or by expanding all associated records at once.

NEW: A new client report, titled "Clients with Pre-venture/In-Business Counseling Totals" has been added to WebCATS. This report returns clients that have received counseling (initial, follow-up, administrative, and close-out) and separates out those sessions that took place before and after the clients' company established dates (as entered into client records).

ENHANCEMENT:  The ability to sort report output by company e-mail address has been added to the following client reports: "Address List," "Address List by Primary Point of Contact," "Address List with Primary Counselor," "Clients by Other Field," "Clients by PSCs/SICs/NAICSs," and "Clients with Product/Service Description."  When a report is sorted by e-mail address, records without e-mail addresses are found at the top of the report.

ENHANCEMENT: The Company E-mail field found in client records has been expanded from 120 to 255 characters.

Contacts Form Updates

NEW: When sending e-mails to groupings of contact records, WebCATS now prompts users to exclude any contact e-mail addresses that belong to records with the Include on mass e-mailings? option deselected.

NEW: When updating an e-mail address or phone number for a contact record, WebCATS now prompts users to synchronize the associated client record with this new information as well.  This helps preserve data integrity across the database. Previously, this prompt only appeared when address information was updated.

ENHANCEMENT: The duplicate search feature that is available when searching for duplicate contacts in the add or edit mode of a contact record now allows user to widen or narrow search results. Previously, all contact names that matched the first five characters of the last name and the first character of the first name were returned as potential duplicates. Now, WebCATS presents you with several selections that allow you to see matches created by fewer matching characters or more matching characters.

NEW: Four new client/contact association fields have been made available when performing contact subsets: "Is Primary Contact," "Position," "Owner," and "Work Phone." These fields appear in their own section, between the "Company Information" and "Special (Calculated)" sections, and are there to help users isolate contact groupings based on their relationships with clients.

Counseling Sessions Form Updates

NEW: You can now mimic WinCATS' Batch Sessions feature (i.e. the ability to simultaneously create identical counseling sessions for multiple clients) in WebCATS by using the "Last Client View" which is exposed in the Add Clients window of a counseling session record that you are adding or editing. To accomplish this, first create a client subset. When the results of the subset are displayed in the client record summary view, select the Add|Counseling Session command. In the counseling session record, click the "Select Clients" hyperlink that displays next to the Client(s) field to open the Add Clients window. Select the "Last Client View" radial button at the top of this window and move all displayed clients from the left pane to the right pane of the Add Clients window. Click the Update button and finish creating the counseling session record.

NEW: When editing the client or counselor selection of an existing counseling session record, two new buttons are now available: Select Clients and Select Counselors. These buttons replace the Edit button that was previously used to add/remove clients and counselors from a counseling session record.

NEW: The creation of a new counseling session record for a "Pre-Client" client record will cause WebCATS to warn the user that the counseling session is being saved as "Non-Reportable" and will not be counted for SBA or DLA reporting purposes. This warning also appears when saving any type of activity record for a pre-client (award, milestone, investment), not just counseling sessions records.

ENHANCEMENT: The contact’s name and phone number have been added to the Summary of Counseling by Center/Client report.

Inquiries Form Updates

ENHANCEMENT:  When selecting the contact to assign to an inquiry record, WebCATS now displays the contact's associated company name and client ID number to help users identify the status of associated client records.

Conferences Form Updates

NEW: A new conference report, titled "Conferences with Attendees Only," has been added to WebCATS. This new report is similar to the existing "Conferences with Attendee List" report, but instead of reporting fee and classification data for all attendees in the attendee list, it only reports on those that actually attended the conference (i.e. it excludes no-shows).

NEW: A new Notes field has been added to conference records.

General WebCATS Updates

ENHANCEMENT: The quick search feature available for client/company and contact records now provides an instant count of matching records.

Clients Form Updates

NEW: The client and company record types have been merged into one record type called client/company. You will no longer need to review two record types to get complete details for a client, making data entry and management of client/company records more efficient.

ENHANCEMENT: The Status field for client/company records now has three selections: active clients, inactive clients or pre-clients. The pre-client designation should be used for those companies who have not yet signed the requisite client paperwork.  Pre-clients may have associated client activity records; however, those session records will not be considered by 'CATS' DLA 1806 calculations or EDMIS exports. Active or inactive clients cannot be converted to pre-clients, and pre-clients cannot have associated search profiles. Pre-clients have client IDs that begin with the at symbol (e.g. @12345678).

ENHANCEMENT: The activity history list that displays at the bottom of each client record now displays more information for each associated client activity record. For example, for associated counseling sessions, you can now also see preparation, travel, and contact time; session notes; and additional assistance type in the activity history list. This additional information is available by clicking the plus sign (+) located to the left of each activity record.

ENHANCEMENT: A new choice has been added to the Referral From field's drop-down menu: Magazine. This is a system-defined choice and, when selected, it will properly carry over to the SBA Form 641.

Conferences Form Updates

ENHANCEMENT: The Description field found in conference records has been extended to hold 255 characters of text; previously, it held a maximum of 120 characters.

General WebCATS Updates

ENHANCEMENT: When adding or editing a record, WebCATS now displays a message in the lower portion of the left-pane navigation menu, indicating how much time remains before your session times out. This timeout count automatically restarts each time you exit the current record and begin adding or editing a different record.


ENHANCEMENT: When entering text into the client records Quick Search field, WebCATS now displays a message indicating how many records will be returned, without requiring you to click the Submit button. This message dynamically updates as different text is typed into the field.

ENHANCEMENT: Improved e-mail address validation in WebCATS forms to prevent illegal characters, improperly placed symbols (e.g. multiple @ symbols or two adjacent periods), invalid top-level domains (e.g. .comm, .con, .orb), and so on from being included in entered e-mail addresses.

ENHANCEMENT: Updated WebCATS' e-mail features with full support for display addresses in the From, To, and Reply To headers. By default, the editable Reply To and To fields in a WebCATS e-mail screen display values formatted like "Display Address" <e-mail address> (as in "East Main Center" <ssmith@eastmaincenter.com>), and you can modify display addresses (e.g. "Susan Smith" <ssmith@eastmaincenter.com>) or e-mail addresses as needed before sending your message. When messages arrive at their destinations, they will show the corresponding display addresses in their header fields as specified in WebCATS.

ENHANCEMENT: The Clients, Companies, Contacts, Conferences, Counseling Sessions, and Inquiries forms now include a read-only Last EDMIS-Relevant Edit field, indicating the date and time when EDMIS-relevant values in that record were last changed. When a field value included in EDMIS exports is modified in one of these record types, then this new field is automatically updated in addition to the Last Edited field for the record. And, when the next EDMIS export is run from WinCATS, WinCATS considers this new date/time field when determining whether that record will be reexported. In existing 'CATS records, Last EDMIS-Relevant Edit initially defaults to the same value as the Last Edited field.

FIX: Previously, when using the [Display Next 100] links to navigate through multi-record summary views in WebCATS, clicking the Back button always returned you to the first 100 records in the summary view, even if this was not actually the previously displayed view. This has been fixed so that clicking Back correctly returns you to the previous view.

FIX:  Previously, an error would occur when trying to requery an activity view when including a large number of funding sources in the criteria. This has been corrected.

New Client Merlin Updates

NEW: In addition to the various fields included in the New Client Merlin by default, 'CATS administrators can now specify additional client, company, and contact fields to include in the merlin screens, via the new Client Merlin page in the WinCATS global configuration settings.

NEW: Added a new final page to the New Client Merlin, allowing users to choose the next activity to perform after saving their new client record. From this page, the user can choose to (1) go to the newly created client record, (2) go to the company record, (3) go to the primary contact record, (4) select product codes (PSCs, SICs, and/or NAICSs) to add to the company record, or (5) create a new counseling session for the client.

Clients Form Updates

NEW: Added a new time field adjacent to the follow-up date field on the Clients form, and relabeled the two fields Follow-up Date/Time. This new field lets you enter a specific follow-up time for a client, formatted like hh:mm AM/PM (e.g. "12:00 PM"). Follow-up times are, in turn, incorporated into the follow-up reminder e-mails sent to clients and counselors, and the vCalendar (.vcs) attachments now delivered with those e-mails.

NEW: Added a new Follow-up Contact field to the Clients form, below the Follow-up Date/Time field. For newly created or already existing client records, this field initially defaults to the client's primary contact, but you can change this selection to any contact associated with the client company, or to a blank value indicating no selected follow-up contact. The contact's name and other information are referenced in the client and counselor follow-up reminder e-mails generated for that client, as well as in the "Client Follow-ups" section of the MyWebCATS window, when applicable.

NEW: In the view-only version of a client record, clicking the Follow-up Date/Time label now generates and displays a follow-up reminder e-mail with a corresponding vCalendar attachment, generated for that client's follow-up date and time and specified follow-up contact. You can edit the message text as needed, then choose to send the e-mail to the contact along with the associated .vcs attachment. The default To address for the reminder e-mail will be the follow-up contact's e-mail address, if specified, or, if not, the primary contact or company e-mail address.

ENHANCEMENT: Added the ability for administrators to set initial default values for user-defined client fields, via the customization settings on the WinCATS global configurations Clients page. Newly established defaults settings will apply to all client records created from that point onward; existing client records are not affected by established defaults.

ENHANCEMENT: On client records, WebCATS now displays a phone number for the primary contact. The phone number is selected based on the following order of preference:

  1. Work Phone (if non-blank and different from the company phone number)
  2. Cell Phone (if non-blank and different from the company phone number)
  3. Home Phone

FIX: Previously, when creating a new client search profile, the client's designated e-mail format was not carried over and included in the profile creation request. Starting in this build, when you create a new profile, the e-mail format will be included in the profile.

FIX: Previously, when a user-defined field of type "Yes/No" was created, all existing clients would erroneously display a "No" value for the new field. This has been corrected so the clients will now initially display an "Undefined" value for the field.

FIX: Previously, under some circumstances, modifying the Active? setting in a client record and clicking Update displayed a VBScript runtime error. This has been corrected.

Companies Form Updates

NEW: Added a new check box option for reference and subsetting purposes, Company interested in receiving mass e-mailings?, which displays under the "Other" heading on the Companies form. For already existing companies and companies created from eCenter Direct requests, it initially defaults to the same value as the Company interested in receiving mass mailings? option.

ENHANCEMENT: Previously when creating or editing a company record, clicking the duplicate check icon returned only the company name, client ID, primary contact, city, and phone number of any similarly named records. Now, in addition to these, the whole Mailing Address, Business Status, Business Size, and Business Type values are also available. This new information is accessed by clicking the + (expand) button to the left of each listed company name.

ENHANCEMENT: When address information (address, city, state, ZIP Code, county, or districts) is updated in an existing company record, those fields which have values different from the primary contact's address information will be highlighted. You are then prompted to automatically update the contact record to match the company's address information.  This feature can be turned off, if needed, from the Clients page in the WinCATS global configuration settings.


FIX: Previously, if PSCs were entered in a company record with lowercase letters, they were rejected even if the codes were technically correct. This has been fixed so that now, upon pressing Update, any lowercase letters are automatically capitalized.

Contacts Form Updates

NEW: Added a new check box option, Contact interested in receiving mass e-mailings?, which displays under the "Other" heading on the Contacts form. For already existing contacts and contacts created from eCenter Direct requests, this option initially defaults to the same value as Contact interested in receiving mass mailings?. Note that this new option is available for subsetting and reference purposes only; whether the contact displays in lists when Show only mass-mailing members? is selected is still based solely on the setting of the Contact interested in receiving mass mailings? option.

ENHANCEMENT: Previously when creating or editing a contact record, clicking the duplicate check icon returned only the contact name, client ID, company, and phone number of any similarly named records. Now, in addition to these, the whole Mailing Address, Gender, and Race values are also available. This new information is accessed by clicking the + (expand) button to the left of each listed contact name.

ENHANCEMENT: When address information (address, city, state, ZIP Code, county, or districts) is updated in an existing company's primary contact record, those fields which have values different from the company's address information will be highlighted. You are then prompted to automatically update the company record to match the contact's address information.  This feature can be turned off, if needed, from the Clients page in the WinCATS global configuration settings.

Counseling Sessions Form Updates

ENHANCEMENT: Updated the follow-up prompt window that displays when creating an initial or follow-up counseling session with Prompt for client follow-up sessions? active in the WinCATS global configurations. Now, you can set values in the newly added client follow-up time and follow-up contact fields, update the follow-up contact's e-mail address, and generate client and counselor reminder e-mails--all as separate steps. Also, for multi-client sessions, all field updates/follow-up reminders are now managed from a single window rather than displaying a separate pop-up window for each client as before.

ENHANCEMENT: The follow-up reminder e-mails sent to clients and counselors via the follow-up prompt window (when Prompt for client follow-up sessions? is active in the global configurations) now each have an associated vCalendar (.vcs) attachment, used to automatically import appointments into calendar applications like the one included in Microsoft Outlook. The vCalendar appointment's date and time are based on the follow-up date and time set for the client, and a half-hour appointment duration is always assumed. VCalendar files must be opened and saved from Outlook in order for appointments to be integrated into Outlook's calendar.


ENHANCEMENT: Previously, the option to filter counseling sessions by a range of preparation, travel, and/or contact hours was available in the counseling session report criteria window and could only be used with certain reports. This option was removed from the report window and added to the record filter box in the counseling sessions summary view, allowing you to apply it to all session reports. To apply this filter criterion, (1) click the + button next to the filter description in the counseling sessions view, (2) select the Prep, Travel, and/or Contact option(s) next to Client Hours, and (3) enter minimum and maximum hour restrictions in the fields provided, then click Requery. This new criterion is applied to all of a client's session hours within the specified filter date range.

FIX: Previously, when selecting a specific counselor in the counseling sessions record status filter box and displaying sessions by client, WebCATS potentially displayed multi-counselor session records more than once in the filtered summary view--once for each counselor associated with the session instead of only once for the selected counselor. This has been corrected.

Inquiries Form Updates

FIX: Removed the Reportable? field from the view-only version of inquiry records since it had previously been displayed for legacy reference purposes only and was not available in the editable record view.

Milestones Form Updates

NEW: Added a new milestone type, "Sales Retained," which is considered when calculating the Existing Business Sales Retained category totals in the new "Expanded Economic Impact" worksheets.

Lists Form Updates

ENHANCEMENT: Updated mailing and attendee lists and their associated member selection screens to display contact work phone numbers, when available, in preference to home numbers (the previous default). Starting now, contact phone numbers are selected for list display in the following order of preference:

  1. Work Phone
  2. Home Phone
  3. Cell Phone

In addition, a one-letter code indicating the phone number type now displays in parentheses after each listed number: either (w) for work phone, (h) for home phone, or (c) for cell phone.

Report Updates

NEW: Added a new worksheet: "DLA Worksheet (2005)." This worksheet includes a new line 21 JOBS CREATED (via Award Amounts). This value is calculated by totaling the dollar amounts of all state, federal, and DoD prime and subcontract awards for all businesses, and dividing by 42,500. Note that it is not possible to obtain this value by totaling the dollar value award categories, due to possible overlap between categories 20(f) and 20(g)--state subcontract awards for large businesses will be included in both. The worksheet therefore calculates this sum as described above. To see exactly which awards are included in the total, click the JOBS CREATED value, then run one of the "Awards by…" reports on the resulting view.

NEW: Added a new "Information Transfers/Inquiries" worksheet. This worksheet provides the total quantity of information transfer and inquiry records as well as a breakdown of information transfer and inquiry types for the current and cumulative periods specified. Like other 'CATS worksheets, this worksheet provides a link from each calculated field which, when clicked, displays a summarized view of all records whose values contributed to that total. For more information on this worksheet, refer to the corresponding help file at http://www.usabid.com/resources/help/infotransfers/.

NEW: Added two new "Expanded Economic Impact" worksheets: "Expanded Economic Impact (by Initial Status)" and "Expanded Economic Impact (by Company Status)." These are based on the "SBA Economic Impact" worksheets but, unlike the official SBA reports, they further break down the economic totals based on whether clients represent "new" or "existing" businesses--as defined by either the Initial Status or Company Status settings in the corresponding company records. In addition, an Existing Business Sales Retained category displays totals based on the new "Sales Retained" milestone type, and investments are broken down into new Investor Equity, Owner's Equity, and Grants Received categories in addition to the standard SBA Loans and Non-SBA Loans categories. NEW: Added a new client report, "Clients Starting as Conference Attendees," which lets you view clients whose contacts had at least one conference attendance recorded prior to the client start date (based on the conference start date). This report provides client/company/contact information as well as the client start dates, first conference attendance date, last conference attendance date, and the number of conferences attended. The output includes clients with blank start dates, but does not include clients who had a contact conference attendance recorded on the same day as their client start date. Note that in order to be included in the report, a client must have a contact that is both included on a conference attendee list and marked as "Attended" for the conference.

NEW: Added new "Mailing Labels (3-across, Avery 5160)" reports under the client and list reports. These reports let you generate mailing labels for clients or contacts in the Avery 5160 format. Labels display up to 6 lines of text each and, if printed from the client reports, are formatted with the company name at the top, followed by an ATTN: line with the name of the company's primary contact. If printed from the list reports, labels are formatted with contact names at the top, followed by company names when applicable. In order for labels to print correctly, you must first configure your Microsoft Internet Explorer print settings (under File|Page Setup) to print blank headers and footers, a .5-inch Top margin, a .25-inch Left margin, and minimized Right and Bottom margins (enter 0 in the Right and Bottom fields to have Internet Explorer automatically set them to the minimum allowable margin sizes).

NEW: Added two new award reports: "Awards by County/Contract Type" and "Awards by County/Agency Type."

ENHANCEMENT: Worksheets can now be run filtered by a particular counselor's activity, by means of a Counselor picklist in the worksheet criteria.

ENHANCEMENT: Detail reports (i.e. "Clients by...," "Sessions by...," etc.) now include hyperlinks to client, company, contact, counselor, center, and activity information, allowing you to open records for review by clicking links in the report output. Hyperlinks can be turned on or off via the Enable record links? check box in the report criteria window. Summary reports currently do not support this feature.

ENHANCEMENT: Added a new grand total summary line to the "Clients with Conference Attendance" client report, listing the total number of conference attendances, clients, and hours reported.

ENHANCEMENT: Added attendee name and company sort-order options for the "Conferences with Attendees" conference detail report.

ENHANCEMENT: Added a company name column to the "Conferences with Attendees" conference detail report.

ENHANCEMENT: Added the ability to sort mailing or attendee list reports by contact or company name using the Sort Report By picklist in the report criteria.

FIX: Previously, award records with an "Undefined" awarding agency type were potentially considered when calculating award totals for the "Unofficial Center Overview Worksheet." This has been fixed so that only award records with "DoD," "State/Local," and "Other Federal" agency types are now considered by this worksheet. Also, the labels for worksheet lines 9-15 have been updated with (Fed+DoD+State) designations to indicate that only awards with these agency types are included in the totals.

FIX: Previously, under some circumstances, the totals in the Comparative Award reports were not calculated correctly. This has been fixed.

MyWebCATS Updates

ENHANCEMENT: Added Entry Date to the New eCenter Requests/Submissions section of MyWebCATS.  This column will display the date and time that the counseling request, conference request or survey response was submitted.

Report Updates

NEW: Added six new survey response reports to WebCATS.  These reports will only appear when you are viewing a specific Question Set under View | Survey Responses.  The reports and their details are listed below:

  • "Survey Responses (w/Responses)" report allows you to view the survey response questions and the answers by Client ID, Date, Center ID and Counselor.
  • "Survey Response (w/Awards, Loans, and Jobs)" report allows you to view the jobs created, number of awards, award amounts, number of loans, and loan amounts that were created from eCenter Direct survey responses.  The report provides this information by Date, Center ID, Client ID, and Counselor.
  • "Survey Response Summary by Center (w/Responses)" report lists each survey question and provides a percentage of responses for each answer.   The report is summarized by center.
  • "Survey Response Summary by Counselor (w/Responses)" report lists each survey question and provides a percentage of responses for each answer.   The report is summarized by counselor.

In the two summary reports above, the type of response available to the client (picklist, numeric, date, or text) determines the format of each question's summary.  Answers chosen via picklist are all displayed along with the percentage of clients who chose that answer.  Numeric answers are listed in groups of 20 and display the percentage who answered within that group.  Date answers are displayed by year, showing the percentage of dates within that year.  No summary is available for text responses.

  • "Survey Response Summary by Center (w/Awards, Loans, and Jobs)" report displays the jobs created, number of awards, award amounts, number of loans, and loan amounts that were created from eCenter Direct survey responses.  The report provides this information by center.
  • "Survey Response Summary by Counselor (w/Awards, Loans, and Jobs)" report displays the jobs created, number of awards, award amounts, number of loans, and loan amounts that were created from eCenter Direct survey responses.  The report provides this information by counselor.

ENHANCEMENT: For the "Clients by Other Field" report, the user defined fields have been added to the Reporting Field picklist.  This will allow you to sort the report by a user defined field.

General WebCATS Updates

NEW: Added a new reporting feature on the Client view which enables you to generate Comparative Award reports.  It is accessible by clicking on the Comparative… button.  The Comparative Awards Report feature is based off of your client criteria and allows you to select two different reports, "Comparative Award Summary by Client" and "Comparative Award Summary by Award Type".

To generate the reports you must select specific criteria: Most Recent Year, Starting Month, Sort By, Funding Source(s) and Center(s).  Both reports will show the dollar amount of prime and sub contracts won during the current year plus the two previous years.

NEW: To reduce page load time, now when a view page generates more than 100 records, it will initially list only the first 100 records.  Two links will appear at the bottom of the page: the first link "[Display All XXX Records]" when clicked will list out all remaining records.   The second link will either say "[Display Next 100]" if there are more than 200 records remaining, or it will say "[Display Final XX]".  Clicking this link will display your next or remaining records.

ENHANCEMENT: Added functionality to filter on *Last Client view.  After performing a client subset you can go to the Counseling Session view, Awards view, Milestone view, or Investments view and select "*Last Client view" from the drop-down.  From there you can now expand Viewing Data and change the filter criteria; this additional criteria will be applied to the "*Last Client view".

 ENHANCEMENT: Previously when doing a client subset the Recent Visits feature would say "Client Subset" for each client subset performed throughout the WebCATS session. Now it has been updated so that each client subset will be assigned a unique number, for example "Client Subset #2", "Client Subset #3", etc.

ENHANCEMENT: The Harmonized codes have been removed from the Client Merlin, client-sub setting, Company form and company sub-setting.  If you had harmonized codes for a particular company these codes now reside in the Notes field on the Company Detail form.

ENHANCEMENT: Added new fields to the company and contact general subset criteria which are under the heading of "Special (Calculated)":

* Is Active Client?

  • If this field is selected and its checkbox is checked, it will retrieve all company/contacts who are associated with active clients.
  • If this field is selected and its checkbox is unchecked, it will retrieve all company/contacts who are associated with inactive clients as well as those that are not clients.

* Is Inactive Client?

  • If this field is selected and its checkbox is checked, it will retrieve all company/contacts who are associated with inactive clients.

EHANCEMENT: Added a new field Signature/Start Date to the Client Merlin.  When saved this field populates the Signature/Start Date on the Client Detail form.

FIX: Previously a logged in user who only had View permissions to a center could send a mass E-mail from the Clients, Company and Contact views.  This has been fixed so that the E-mail button is not available to these users.

ENHANCEMENT: When adding a client's first SBA-funded counseling session, if the client's Signature/Start Date is later than the counseling session date, it will automatically be set to the session date.  This will also apply to all funding sources if EDMIS checks are being enabled to all sessions according to global configurations.

ENHANCEMENT: In WinCATS global configuration, the Require non-zero total hours for initial/follow-up counseling sessions? field has been changed to Require non-zero prep + contact time?.  If this is checked, when you create a counseling session prep plus contact time must be greater than zero.

ENHANCEMENT: It has been updated that "eCenter" and "Mail or Fax" will be accepted as a vaild Contact Type for SBA funded counseling sessions.  These counseling sessions will be uploaded to EDMIS as contact type of "Online". 

Conference Form Updates

ENHANCEMENT: A new field Expose (full) fee on eCenter? has been added to the edit mode of the Conference Detail form.  When checked, the full fee will be exposed on the Conference sign-up in eCenter Direct.  If unchecked then (contact center) will be posted for that conference fee on eCenter Direct.

ENHANCEMENT: After editing or adding contacts to the attendee list from the Conference view form or from the List Detail form, WebCATS now prompts that you have made changes to the conference attendee list and asks if you would like to recalculate the conference attendee count and fee income based on your changes.

ENHANCEMENT: On the Conference edit view, "Phone Registration Required" has been added as a selection for Conference Status under the eCenter section. Selecting this as a conference status will disable the ability for clients to sign-up for that conference on eCenter Direct.  It will provide a message on eCenter stating that phone registration is required and to register via the contact information provided.

List Form Updates

ENHANCEMENT: Added a new fee level "Complimentary" to the Attendee List Detail edit view form. 

Counselor Form Updates

ENHANCEMENT: Added a new counselor type "Instructor" to the Counselor Detail form.

Report Updates

NEW: Added a new worksheet "Unofficial Center Overview Worksheet".  This worksheet will provide client, training event and award information for the current and cumulative period specified. 

For client counseling information the worksheet provides a summary of clients counseled, number of initial/follow-up sessions, as well as totals and averages for both contact hours and travel/prep/contact hours.  For training events the worksheet provides a summary of the number of training events and attendees.  For awards the worksheet provides a summary of the number of prime contract and sub-contract awards and their dollar values.

NEW: Added a new attendee list report, "Attendee Sign-In (w/Fee $)", which includes attendee name, company name, phone number, e-mail, fee paid, if attended and a place for the attendee signature.

NEW:  Added a new conference report, "Conferences by Center (with Income Distribution)", which allows you to generate a report that groups conferences by center.  Each conference displays gross fee income and gross distributions to SBDC, SCORE, SBA and Co-Sponsor.

NEW:  Added a new client report, "Bid Matching Clients", which allows you to view all clients that have a search profile set up and have had matches.  It provides the client/company/contact information, the bid output, output format, matches month-to-date, and the last time the profile was updated.

NEW:  Added a new client report, "Clients Starting as Inquiries", which allows you to view all clients that had an inquiry prior to their client start date. The report provides the client/company/contact information as well as the client start date, first inquiry date, last inquiry date and the number of inquires. This report does include clients that have a blank start date, but does not include clients that had an inquiry on the same day as their client start date.

NEW:  Added a new counseling session report, "Summary of Counseling by NAICS (6-digit)".  This report provides a summary of total clients, total sessions, and prep + contact session hours by six digit NAICS codes.

NEW:  Added a new counseling session report, "Summary of Counseling by NAICS (4-digit)".  This report provides a summary of total clients, total sessions, and prep + contact session hours by four digit NAICS codes. Note that only 2002 descriptions for the NAICS codes are stored and can be viewed on the reports; any obsolete 1997 or earlier codes will appear blank on the report.

ENHANCEMENT: Updated the List Details report to include the company name.  The company name will not appear on the report if it is the same as the contact’s "Last, First MI" name.

ENHANCEMENT: Updated the List Details report so that when exported, it splits out each contact's name into three columns: "Last", "First", and "MI".

ENHANCEMENT: Updated the Attendance report so that when exported it splits out each contact's name into three columns: "Last", "First", and "MI".

  • 7g) Amount Collected From "No Shows" is the sum of the Total No Show Fee Income field under the Number of Fee Payers heading on the Conference Detail form.
  • 7h) Other Income is the sum of the Other Income field under the Number of Fee Payers heading on the Conference Detail form.

ENHANCEMENT: The Award Detail, Investment Detail and Milestone Detail reports have been updated to include company name, primary point of contact, company address, contact work phone, fax number and primary contact's email address. In the absence of a contact work phone number the company’s work phone will be provided.

ENHANCEMENT: The Client Detail report, HUBZones and Distressed Areas report and the Company Detail report have been updated to include HUBZone Certification Date.

ENHANCEMENT: Updated the 641 Part III report to include the company name.  The company name appears in box 31 next to the Client ID.

General WebCATS Updates

NEW: Added a warning message when saving the first initial counseling session for a client if the client’s Signature Start Date is after the date of the counseling session.  The user will then be prompted if they want to update the Signature Start Date in the Client record to the date of the initial counseling session.

NEW: Added eCenter help document, accessed under eCenter | eCenter Help command in the WebCATS navigation menu.

NEW: Added new funding source, "VBOC". This has been applied to the Client, Counseling Session, Inquiry, Award, Milestone, Investment, Narrative, and Conference forms.

NEW:  To ensure proper tracking for records submitted and approved by EDMIS, there are fields that will then be defaulted to read-only and therefore not available for changes.  A message has been added to these records detailing that these have been accepted by EDMIS and you must delete and re-create the counseling session record if you want to make changes to any of these read-only fields.  The specific fields are as follows:

On the Counseling Session form: Center, Is Reportable, Funding Source, and Type. On the Conference Form: Client, Center, Is 888, Is Reportable, and Funding Source.

NEW: In WinCATS the administrator can now set a minimum conference training time and a minimum initial counseling session contact time. The check applies to all reportable conferences and initial counseling sessions.  The check will not allow a user to save the record unless the minimum time is met.  For SBA funded conferences or counseling sessions, the minimum time check will only apply if the time is greater than all other system defined checks.

ENHANCEMENT: Per EDMIS, the contact type of "Outreach (face-to-face)" and "Sub-Center (face-to-face)" has been added as acceptable contact types for SBA funded counseling sessions.  This change has been made to the Counseling Session form and the Session Merlin.

ENHANCEMENT: The Award, Milestone, Investment and Survey Response forms now display eCenter’s user e-mail address by the Entered by field when the record is created via eCenter Direct.

ENHANCEMENT:  The SBA Client Type field on the Client Detail form, Client Merlin, Client subset, SBA Worksheets and the Request for Counseling report has been relabeled to SBA Relationship.

ENHANCEMENT:  A new field SBA Client Type has been added to the Client Detail form and Client Subset.  It is set according to the Contact Type field of the client’s oldest reportable initial/follow-up counseling session; funding source is not taken into account.  Clients that do not have a reportable counseling session should set the SBA Client Type field to "Undefined".  The new SBA Client Type field is visible only for a user with administrative privileges on the edit mode of the Client Detail form.

ENHANCEMENT:   The SBA Counseling Area on the Counseling Session form and the Area of Counseling on the 641 reports and the Worksheets have been modified to match the updated SBA 641reports. For the 641 Part I/II report, the change affects box 30.  On the 641 Part III report the change affect box 44.

FIX: Previously, when sending out a mass e-mail in WebCATS and a invalid e-mail address is in the TO or BCC fields, a list of these invalid addresses was sent to the e-mail address listed in the FROM address field.  It has been updated to now send the list of invalid e-mail addresses to the e-mail address in the REPLY TO field.

FIX: On the Contact and Company form, when choosing Federated States of Micronesia, Palau or Marshall Islands for the State field, the Counties field has been updated to include all counties for these states.

MyWebCATS Updates

NEW: In WinCATS, a new section was added to allow the administrator the option to include or exclude each section of MyWebCATS.  They also have the option from WinCATS to turn off MyWebCATS so that it will not appear on the left navigation bar of WebCATS.

NEW: Added a new section, Clients Not Counseled, to MyWebCATS.  This section includes a list of clients that have not had an initial or follow-up session in the past X amount of days.  The initial default is the last 90 days, but this can be changed to any amount of days and be saved as the default.

ENHANCEMENT: In WinCATS the administrator can now check if they want that user to view other user’s activity in MyWebCATS.  This only affects the Recent Database Changes section of MyWebCATS.  For example, if the logged in user account is defined to not see other user’s activity then the Records Created by field will be defaulted to the logged in user and will be read-only.  This rule does not apply to users that have administrative privileges.

Client Form Updates

ENHANCEMENT:  For clients that have bid match activity, a link to the client’s MyBidMatch.com page has been added.  To get to MyBidMatch.com page click on the number next to This month’s Bid Match total field that is located under the Bid Match Options section on the Client view only form.

ENHANCEMENT:  When doing a client subset and you chose * Any I/F Session (relative days) field as a selection, the entry of this field has been changed from choosing a range of dates to entering the number of days that a client has or has not had an initial or follow-up session. For example, if you want to see the clients that have had a initial or follow-up session in the past 30 days you enter 30 into the field or if you want to see clients that have not had an initial or follow-up session in the past 30 days you enter 30 in the field and check the "Select non-matching records?" field.

Company Form Updates

NEW: Added a new field, HubZone Date Certified, on the Company form.  This date will track when the client became HubZone certified.

Counseling Session Form Updates

NEW:  When creating a new counseling session for a client, the system will now default the session Type field based on previous sessions and the funding source of the session.  For example, if a client has already had a SBA funded initial counseling session, then when you create a new session the session Type will default to "Follow-up or Ongoing" if the funding source for the session is SBA and is reportable.  The default check will only occur if the client has had an "Initial/New", "Follow-up or Ongoing" or "Undefined" session, the check will not occur if they only have an "Admin" or "Close-out" session.

There is also a check that occurs when changing the session Type.  If you are creating a session for a client that has already had an initial SBA counseling session and you change the default of "Follow-up or Ongoing" to "Initial/New" then you will receive a warning explaining that the client already has a prior initial session.  The warning asks if you would like to change to follow-up, and you can continue to change it or save the record as initial. 

NEW: In WinCATS the administrator can now set up a pre-populated text for a counseling session Notes field.  The pre-populated text will appear when creating a new session via the Counseling Session form or Session Merlin.

Inquiry Form Updates

FIX: Previously if a date was set in WinCATS to not allow for older inquiry records to be updated the user could still go into the old inquiry records and make updates to the record, this has been fixed to not allow for edits to old inquiry records based on the date set in WinCATS.

Survey Response Form Updates

FIX:  Updated the Survey Response form to not allow a user to create a survey response record if no survey questions are configured in WinCATS global configuration settings. 

Report Updates

NEW: The SBA Worksheets Error report has been removed from WebCATS.

NEW: Added the Management Training report to the Conferences Summary view.

ENHANCEMENT:  On the 641 Part I/II report,box 1a, Type of Client, is based on the new SBA Client Type field on the Client Detail form; previously this was based on the client’s oldest SBA funded counseling session.

ENHANCEMENT:  On the 641 Part III, box 43: Did counseling result in business startup? Is now checked yes or no.  The current Company Status ("Pre-venture/Nascent, "Start-up (In-bus. < 6 mos)" or "In Business (>6 mos)" ) on the Company Detail form is compared to the Initial Status on the Client Detail form.  If this shows the company has made the transition from pre-venture to in business or start-up, then box 43 will be marked as "yes".  The table below lays out exactly which scenarios determines if "yes", "no" or "undefined" will be marked for box 43 on the 641 Part III report.

General WebCATS Updates

ENHANCEMENT: On the Client Detail form and on the 641 Part I/II report the client "Start Date" has been relabeled to "Signature/Start Date".  This change was made because per EDMIS, box 13 on the 641 Part I/II report requires that the date be indicated when the client signed the 641 Part I/II form.  The "Signature/Start Date" will be used for this field.

ENHANCEMENT: Added new links to the New Profile form.  Now you can click on "Database Restrictions", "USABID State and Local", "Federal Supply Group" and "sample profiles".  All the links will bring you to more information on defining your profile.

ENHANCEMENT: Changed the Add, Edit and Delete buttons to icon buttons instead of spelled out words.

  • The Currently in Business field will count all attendees who are associated with companies that are in-business.
  • The Not Yet in Business field will count all attendees who are not in-business.

NEW: Added a new Survey Response form, accessed using the Add|Survey Response menu command.  The Survey Response form allows you to enter a survey response for a Client using a predefined set of survey questions created via WinCATS.

NEW: If you are utilizing eCenter Direct services, and using the survey functionality on eCenter.  When a client responds to a survey through eCenter service, the survey that they filled out will appear under View|Survey Responses. 

NEW: If create a survey response, either through WebCATS or eCenter Direct Services, a milestone record is created for this survey response.

NEW: If you are utilizing eCenter Direct services, and using the survey functionality on eCenter.  When the client fills out a survey response and includes a milestone, award or investment, these items will appear on the Survey Response Detail form history pane of that survey response record. 

FIX: Previously when sending a mass email, if there were any invalid e-mail addresses then the e-mail would not be sent out and an error message would display saying you needed to fix the e-mail addresses before sending the message.  It has been fixed that now the e-mail will be sent out and if the email address is invalid an e-mail would be sent to the Center’s email address with the list of invalid e-mail’s.

Client Form Updates

ENHANCEMENT: Added survey responses that are generated via WebCATS or eCenter Direct to the history pane of the Client Detail form.

Company Form Updates

ENHANCEMENT: Added an Add Existing Contact button on the title bar. The button will allow you to add an existing contact that that is not already associated to a company and add a position, edit or add their work phone or assign them as the owner.

ENHANCEMENT: Added a Link New Contact button on the title bar.  The button will allow you to add a new contact to the associated company record.

ENHANCEMENT: Added a Make Client button on the title bar if the company is not a current client.  The button will generate a client record and from there you will need to fill out the Client Detail form and click the Add button to finish the process of making the associated company a client.

Contact Form Updates

ENHANCEMENT: Added a Link New Company button on the title bar that will only appear when a contact is not associated to a company.  The button will allow you to link a new company to the associated contact.

ENHANCEMENT: Added an Add to Conference button on the title bar.  The button will allow you to add an attendee list that has either started today or will occur in the future and check that the contact attended the conference as well as assign a fee level.

Conference Form Update

NEW: Added a Generate Receipt link next to the attendee in the Attendee List section of the Conference Detail form.  The link will generate a receipt for that attendee that will provide detailed conference information that you can print for the contact.

NEW: Added an eCenter section to the edit mode of the Conference Detail form.  This section is designed for eCenter Direct users.  This section allows you to post a conference to eCenter, define the publishing center, assign the status of the conference, enter scheduled time(s), enter a conference contact, provide a phone and e-mail address as well as give any additional instructions for the prospective attendees.   

NEW: Per EDMIS, No Show Income and Other Income fields have been added to the Conference Detail form. 

ENHANCEMENT: For conferences that are approved on or after 10/1/2005 (Fiscal Year 2006) the Refresh Attendee Count/Fees button calculations have changed on the Conference Detail form

  • The Total Minorities field will count Asian/Asian Americans, Black/African Americans, Native Americans, Hawaiian/Pac. Islanders and Hispanic/Latinos.  For conferences before 10/1/2005 Hispanic/Latinos were not included in this count.

ENHANCEMENT: Per EDMIS, for SBA funded conferences the Distribution of Income fields (SBA, SBDC, SCORE, and Cosponsor) must be equal to the Total Gross Fee Income field in the edit mode of the Conference Detail form.

ENHANCEMENT:  Per EDMIS, for conferences approved on or after 10/1/2005, the Total Attendees must equal the total number of fee payers (At Full Fee, At Discounted, At Discounted #2, At Discounted #3 and No Fee Paid

Counseling Session Form Update

ENHANCEMENT: Per EDMIS, for a SBA funded initial counseling session a contact time of .5 hours is required or the record can not be saved

ENHANCEMENT: Per EDMIS, for a SBA funded follow-up counseling session a contact time of .01 is required or the counseling record will not be accepted by EDMIS.

ENHANCEMENT: Per EDMIS, for a SBA funded counseling session a contact type of Phone, Center Site (face-to-face), Client Site (face-to-face), Conference (face-to-face) or Email will be allowed in order to save the record.

Report Updates

ENHANCEMENT: Per EDMIS, for the 641 Part I/II the below changes have been made:

  • Added to the report field 1a that specifies contact type of face-to-face, telephone or online.  This value is pulled from the Contact Type field on the clients first reportable SBA funded counseling session

  • For box 45 on the report it will now only display Face-to-Face, Telephone or Online, Other has been removed.
  • For box 47, it has been relabeled from Session Type to History.

eCenter Direct Updates – v 1.801

NEW: Added Survey Response functionality to eCenter main page.  Now a contact can create a survey via the main page of the eCenter Direct by clicking on the Take the Survey button. The survey response first form will allow them to fill out survey questions and specify if they want to enter in loans, awards or new job information.  When the contact has submitted the survey the survey response will appear in WebCATS under View|Survey Responses and on the Survey Response Detail form history pane it will include any milestones, investments of awards they entered while taking the survey.

General WebCATS Updates

ENHANCEMENT: If you are utilizing eCenter Direct services, now when a contacts e-mail address or eCenter password is added or updated in the Contact form, a pop-up message will display an e-mail that you can optionally send to the client. If an e-mail address was added then the message will welcome the client to eCenter Direct. If the eCenter password was added or updated then the message will notify the client that their eCenter password has been changed.

ENHANCEMENT: Increased the size of the Client Selections box in the Award, Milestone and Investment forms.

FIX: Previously, WebCATS only supported anonymous e-mail authentication. It has been updated to support basic and integrated e-mail

FIX: Previously, if you checked for duplicates on a contact name it would only look for duplicates based on their first and last name. If the contact was only entered with a last name these records would not appear against the duplicate check. It has been updated to also check against contacts that only have a last name.

Company Form Updates

ENHANCEMENT: Increased the size of the Contact Selections box in the Company Detail form.

NEW: Added a new Website field on the Company forms. This field allows you to enter in a company website and will produce a clickable link on the Company form that when clicked will pop-up the website into a new window.

MyWebCATS Updates

FIX: Previously, if a record was deleted in any WebCATS form it did not appear under the Recent Database Changes of MyWebCATS. This has been corrected.

Contact Form Updates

ENHANCEMENT: Previously, a company could be associated to a contact in the Contact view form, or in the view-only or edit mode of the Company form. Now a Company drop-down list has been added to the editable version of the Contact form enabling you to associate a company to a contact.

ENHANCEMENT: Added the functionality to be able to add, edit or delete an attendee list to a contact record from the Contact view form. To add an attendee list from the Contact view form, an Add button has been added on the List Memberships bar. The button will allow you to add an attendee list that has either started today or will occur in the future and check that the contact attended the conference as well as assign a fee level. The Add button will only appear if there are available attendee lists to add. To edit or delete an attendee list you can click on the edit icon or the delete icon to the left of the attendee list on the Contact view form.

New Client Merlin Updates

ENHANCEMENT: Added a Website field in the New Client Merlin. The field allows you to enter in a company website and will produce a clickable link on the Company view form.

General WebCATS Updates

NEW:  Added a new feature called MyWebCATS, accessed under View MyWebCATS command in the WebCATS navigation menu. MyWebCATS allows you to create and retain a personalized view of the data within WebCATS. MyWebCATS is divided into four sections:

  • Client Follow-ups: Includes your clients and their corresponding follow-up dates based upon the client primary counselor and the user account login settings. The system default will show all client follow-up dates that fall within three days prior to or after the current date.
  • Upcoming Conferences: Includes your center's conferences that start during a specified date range based on conference status. The system default will show open conferences scheduled for today to six days in the future. If you see a conference start date that is earlier than today, it is because the conference is still in progress.
  • Pending eCenter Requests: Includes your center’s conference and counseling requests entered via eCenter. The system default date range is based on the request date and shows the requests that were entered on or up to six days after the current date.
  • Recent Database Changes: Includes the records that you created but have since been edited or deleted by you or by another user. The system default shows all records with changes that occurred on or up to six days after the current date.

The system default date ranges listed in each section above will always be the default when opening MyWebCATS. You can change the date range in the filter criteria of each section and requery while in MyWebCATS but the dates will not be saved as part of your user-defined default. However other changes to the filter criteria will be retained the next time you open the MyWebCATS window. Also in the filter criteria of each section you have the ability to display your results by a specified quantity that you set.

Counseling Sessions Form Updates

FIX:  Previously, when generating a subset from the counseling session view screen, it did not include the client names and client IDs. This has been fixed so that, now, when you generate a subset, this information is included.

Counseling and Conference Requests Form Updates

NEW:  Added a Duplicate Check button on the title bar within the Counseling and Conference Request forms. The button will allow you to check for similar names that occur within a company name or a contact name. The button will only appear if the request is a new, deleted, or rejected request.

Lists Form Updates

NEW: When editing a list, now you have the option to change all of the members’ statuses at once by using the Set all Members feature. This option allows you to change the Attend?, Fee Level, and/or Remove? statuses for all members simultaneously.

Report Updates

NEW:  Added a new client report, "Address List with Primary Counselor", which lets you generate a client address list report that includes the primary counselor for each client.

ENHANCEMENT:  Updated the Contact Detail report to include each contact’s position and indicate whether they are a business owner. FIX:  Previously, in the Investments (Completed) report (accessible by clicking the Report button in the investments summary view), the approved amount would show the requested amount rather than the amount approved. This has been fixed.

General WebCATS Updates

NEW: Added a new Select non-matching records? option to many of the WebCATS subset criteria fields. Choose this option to indicate that the corresponding field value or range of values must not match the subset criterion in order for a record to be included in the subset results. For example, when creating a client subset based on a Start Date range of 1/1/2004 - 12/31/2004, choosing Select non-matching records? for that field would return only clients whose start dates did not fall within the range.

ENHANCEMENT: When you select a sort-by column in a WebCATS record summary view, WebCATS now retains your sort selection each time you return to that same record view while logged into that computer. This is useful if you want to sort some record types using a method other than the default--for example, if you prefer to sort clients by company name rather than using the default client-ID sort order.

ENHANCEMENT: The Send e-mail reminder to client? field in the "Update Follow-Up Date?" pop-up window that displays upon saving a new initial or follow-up counseling session (depending on your global configuration settings) now includes the e-mail addresses of all contacts associated with the client, in addition to the company e-mail address.

Narratives Form Updates

ENHANCEMENT: Increased the size of the Narrative text field in the editable version of the Narratives form.

General WebCATS Updates

NEW: Added a new E-mail button to the companies and contacts summary screens, allowing you to generate mass e-mails for groups of companies and contacts in addition to clients.

NEW: Added a new Views drop-down list to the counseling sessions, awards, milestones, and investments summary screens. Using this drop-down list, you can now filter your activity views based on either a saved activity-record subset or the last client subset viewed during the WebCATS session (via the "*Last Client View" option), and can run reports against your filtered activity views as needed.

NEW: Added a new Inquiry Merlin, accessed using the Add|Inquiry Merlin menu command. The Inquiry Merlin lets you both create a new contact and reference that contact in a new inquiry record in a single step.

NEW: Added a new eCenter navigation menu item along with several new forms and fields in support of the newly introduced Softshare eCenter Direct Web interface. For more information on this feature, refer to http://www.softshare.com/software/cats/ecenter.

NEW: Added a new Log Out option under the Help category in the WebCATS navigation menu. This option is used to log out of WebCATS, as an alternative to the Log Out button in the WebCATS title bar.

NEW: Introduced the ability to turn off the Use product codes in client search profiles feature for WebCATS, so that (1) creating a new client profile does not automatically include product codes (PSCs, SICs, or NAICS codes) in the profile criteria and (2) updating product codes does not prompt you to e-mail Softshare with profile changes. Self-hosted sites can implement this feature by adding the following new option to the webcats.ini file, under the [Clients] heading: IncludeProductCodesInNewProfiles=0. Softshare-hosted sites can contact Support to request this change.

ENHANCEMENT: Modified the client, company, contact, and client activity summary views so that clicking a client ID always displays the corresponding client record and clicking a company name always displays the company record. Previously, the navigation conventions for these views were less user-friendly since, for example, users were sometimes required to click company names in order to view client records.

General Form Updates

ENHANCEMENT: Added a new Quick Search option to the client selection box in the Awards, Milestones, and Investments forms. Use this option to search for clients to associate with activity records based on their IDs, company names, and primary point of contact first and last names.

ENHANCEMENT: Added new filter criteria fields to the activity history panes for the Clients, Contacts, and Counselors forms. Now, you can filter client, contact, or counselor activities by date, reportable status, and/or funding source, and can save and run reports against your filtered activity views.

ENHANCEMENT: Added validation checking for all ZIP Code fields in WebCATS forms to verify that only valid numeric entries (5 or 9 numbers) can be specified.

ENHANCEMENT: Added automatic validation and formatting checking for all phone and fax number fields.

New Client Merlin Updates

NEW: Added new duplicate-checking buttons next to the contact name and company name fields in the New Client Merlin. Clicking one of these buttons queries the contact or company records at the specified center for names similar to the one entered in the corresponding merlin field, and displays an alphabetically sorted list of results (links to matching contacts or companies) in a separate pop-up window.

ENHANCEMENT: Updated the product code (PSC, SIC, and NAICS) validation function in the New Client Merlin so that entering an invalid product code now displays an error immediately upon clicking Next in the Company Product/Service screen instead of at the end of the client-creation process.

FIX: Updated the Primary Counselor drop-down list in the New Client Merlin to display only active counselors and filter out inactive ones.

Clients Form Updates

ENHANCEMENT: The This month's Bid Match total field in the read-only Clients form view has been changed to a clickable link that displays a summary listing of the bid match history records associated with that client. The View|Bid Match Histories option has also been removed from the WebCATS navigation menu since it is no longer needed as a result of this enhancement.

Companies Form Updates

NEW: Added a new duplicate-checking button next to the Company Name field in the editable Companies form view. Clicking this button queries the company records at the specified center for names similar to the one entered in the corresponding field, and displays an alphabetically sorted list of results (links to matching companies) in a separate pop-up window.

ENHANCEMENT: Updated the contact selection area of the Companies form so you can add new company contacts from both view-only and edit modes as well as designate primary contacts from the same portion of the form used to manage and review contacts. These and other contact-related enhancements to the Companies form simplify the process of adding contacts to existing companies in WebCATS.

ENHANCEMENT: When adding a new contact to a company record, the company phone number, if specified, now displays as the default Work Phone for the newly associated contact.

ENHANCEMENT: When you edit product codes (PSCs, SICs, or NAICS codes) in a company record associated with a bid match client, WebCATS now generates an e-mail message to Softshare, instructing them to make corresponding changes (additions or deletions) in the client's search profile. The e-mail displays for your review and you can choose to either send it to Softshare or cancel its delivery.

ENHANCEMENT: The HUBZone field label in the Companies form is now a clickable link to the HUBZone area of the SBA Web site at www.sba.gov/hubzone.

FIX: Previously, if Prompt to synchronize clients and milestones? was selected in the global configurations and you made multiple changes to a company record to trigger creation of multiple milestones (for example, by updating both employees and organization type), then WebCATS only created one new milestone record instead of multiple records. This behavior has been corrected in this build.

FIX: Previously, when company fields were identified as mandatory for "Client Records Only" in the global configuration settings, clicking the Make Client button in a non-client company record did not require entries in those fields in order to save the new client record, as expected. This has been fixed so that client-only mandatory fields are now correctly considered when creating new clients from company records.

Contacts Form Updates

NEW: Added a new duplicate-checking button next to the contact name fields in the editable Contacts form view. Clicking this button queries the contacts at the specified center for names similar to the one entered in the corresponding field(s), and displays an alphabetically sorted list of results (links to matching contacts) in a separate pop-up window.

ENHANCEMENT: Moved the company-linking section closer to the top of the Contacts form for ease of review and editing.

ENHANCEMENT: When linking a company to a contact record, the contact's home phone number, if specified, now displays as the default Work Phone for that association.

Milestones Form Updates

FIX: Previously, if Prompt to synchronize clients and milestones? was selected in the global configurations and you created a new "Started Business" milestone with an associated date occurring more than one year in the past, WebCATS incorrectly set the corresponding company's status to "Start-up (in bus. < 1 year)" instead of "In Business (> 1 year)" as expected. This has been corrected in this build.

Narratives Form Updates

FIX: Previously, the Prevent edit/add/deletion of old records? restriction in the global configurations was being incorrectly applied to narratives even though it was only intended for sessions, awards, and conferences. This has been corrected in this build.

Lists Form Updates

ENHANCEMENT: Added a new Last Contact Subset option to the Add Members pop-up window, used to add new members in the Lists form. When selected, Last Contact Subset displays the results of the last contact subset that you applied during your WebCATS session and lets you choose contacts from that subset to add to your list.

ENHANCEMENT: In the List form's Add Members pop-up window, contacts that are linked to client companies now display associated client IDs to their right in the selection list, allowing you to more easily differentiate between similarly named contacts.

Report Updates

ENHANCEMENT: Updated the seven client-activity and success-story reports available from the Counselors and Clients forms' activity history with new descending-date sort order options. Selecting any of these new options in your reporting criteria displays output sorted with the latest date first and earliest date last instead of applying the default (earliest-to-latest) date sort order.

FIX: Previously, running the Address List client report in a comma-delimited export format caused two separate client ID columns to display in the report output. This has been fixed so that only one client ID column now displays in the comma-delimited output.

FIX: Previously, company e-mail addresses did not display in the output for the Company Detail report (accessible by clicking the Report button on the Companies form). This has been corrected in this build.

FIX: Previously, some session reports did not include sessions without associated counselors. This has been fixed so that sessions without counselors are now correctly considered by WebCATS' session reports.

Form Updates

ENHANCEMENT: When multiple counselors or clients are displayed in the read-only view of a counseling session record, they are now listed in ascending alphabetical order.

ENHANCEMENT: The Contacts form summary view now displays the client ID of the company record that the contact is associated with. Previously, only the company name was displayed. By displaying the ID as well, when one exists, you can quickly see whether the contact's associated company is a client company.

ENHANCEMENT: You can now open a contact's associated client record (assuming the contact's associated company is a client) from the contact record. Previously, you could only open the contact's associated company record.

ENHANCEMENT: The default summary view for inquiry, narrative, and conference records now restricts records whose inquiry, narrative, or conference start date fall within the past three months. This makes the initial loading of these views less cumbersome.

ENHANCEMENT: When assigning a counselor to a record, the drop-down menu now displays the current active center's counselors first, followed by, in alphabetical order, counselors from other centers. This enhancement is intended to make counselor assignment more convenient by listing the likely counselors first, avoiding the need to scroll through a large number of counselors in most cases.

FIX: Previously, the Counseling Sessions form was presenting only those counselors that belonged to the current active center for selection when creating or editing a record. This has been fixed and the Counseling Sessions form now presents all counselors from all centers for selection.

FIX: Previously, the Counseling Sessions form was omitting counselors from the multi-select counselor window that had blank telephone, cell phone, and e-mail fields when creating or editing counseling session records. This has been fixed.

FIX: A previous build update caused a SQL error to be generated when attempting to associate a contact record with a company record from the Contacts form. This has been fixed.

Bid Match Updates

NEW: A new e-mail format delivery option, called "Web Mail (mybidmatch.com)" was added to the client record. This option directs your client's bid match output to a personal page on the mybidmatch.com Web site. Instead of receiving bid matches via e-mail, your client receive a notification that instructs them to visit a URL where their bid matches are being stored for 14 days.

FIX: Updating any field in a client record dropped the client's bid match total to zero. This has been fixed.

General WebCATS Updates

ENHANCEMENT: Improved WebCATS' record edit audit logging feature. More user-friendly audit description has been added and formatting has been improved.

FIX: WebCATS was automatically creating "Responded to Survey" milestone record types when the Last Survey Date fields of client records were updated, even if the Prompt to synchronize clients and milestones? global configuration was inactivated. This has been fixed.

FIX: If the Date Established field was missing from a company record whose Company Status you updated to either "Start-up" or "In Business," WebCATS would not correctly auto-create the resulting "Started Business" milestone record type that is triggered by the Prompt to synchronize clients and milestones? global configuration setting. This was happening even if you responded "Yes" to the prompt asking if you would like to have WebCATS automatically create a "Started Business" milestone record type for the company.

FIX: The "Update Follow-up Date?" prompt window, received after creating an initial or follow-up counseling session for a client record, was assuming the size of the pop-up window last displayed. In some cases, this assumed size was too small for the full follow-up prompt to display. This has been fixed.

FIX: Records that contain a long string of continuous text with no spaces (e.g. a URL) in their Notes fields caused improper formatting on resulting reports that display note information as well as in their editable and read-only detail views. This has been fixed for the report and read-only detail views. WebCATS will now auto-insert a space into (1) words longer than 100 characters (for reports) and (2) words longer than 250 characters (for the read-only detail record view).

FIX: Running a client subset using the criteria "Any Activity" caused a SQL error to be returned. This has been fixed.

FIX: Performing a Quick Search in the Contacts or Companies forms and then running reports on the results of the search caused WebCATS to report on all contact or company records, not just those returned by the search. This has been fixed.

FIX: Line breaks are no longer allowed in any form fields, with the exception of the Notes fields. Line breaks were causing sorting and other types of issues.

New Client Merlin Updates

ENHANCEMENT: WebCATS now auto-fills the business phone number (found on the "Company Information" screen) with the work phone number or, if this isn't present, the home phone number, entered into the "Contact Information" screen.

ENHANCEMENT: Previously, if you left the New Client Merlin before saving it, but then clicked Cancel when asked if you are sure you wanted to leave the form without saving it, WebCATS would return you to the first screen of the New Client Merlin, regardless of which screen you were on at the time of the attempted exit. Now, WebCATS will return you to the current screen if you choose to cancel an exit command from the New Client Merlin.

FIX: Disabled the Date Established field in the New Client Merlin when the Company Status field displays "(Undefined)" or "Pre-venture/Nascent."

FIX: Previously, if upon clicking Finish in the final New Client Merlin screen, information was missing or incorrect, WebCATS would return you to the first Merlin screen to allow you to correct the missing information, but would overwrite the previously entered company location data with contact location data (i.e. the company Business Address, City, State, Zip Code, County, Federal Congressional District, State Representative District, and State Senate District fields were overwritten with the corresponding information provided for the contact). This has been fixed and company data is now retained in its original format.

FIX: The State field found in the company information portion of the New Client Merlin was not wide enough to accommodate all the state names. This field has been widened. The fields on the final "Status Information" New Client Merlin screen have also been widened.

FIX: If prompted to complete the Established Date field in the New Client Merlin and then clicking the calendar icon to the right of the field, WebCATS would display a Web page error. This has been fixed.

General Form Updates

NEW: WebCATS now displays an "Updating Record" message and clock icon when you save a new record or edit an existing record.

ENHANCEMENT: When updating the center ownership for a client or conference record, WebCATS now prompts you to change the format of the record's ID to match the ID format of the new owning center.

FIX: Under some circumstances, clicking the Validate Address button found in the New Client Merlin and Companies form caused an "XML result is empty" error to be returned. This has been fixed.

FIX: WebCATS was not validating product codes (in the New Client Merlin and Companies form) whose character lengths were less than one. This has been fixed.

FIX: Previously, if you left an open record before saving it, but then clicked Cancel when asked if you are sure you wanted to leave the form without saving it, any fields in the record containing a quotation mark were stripped after the quotation mark. This has been fixed.

Clients Form Updates

FIX: WebCATS was allowing you to change the client ID of an existing client record to a client ID that already exists in the database. This has been fixed and duplicate client IDs are no longer possible at the same center.

FIX: If the e-mail address in a client record contained an illegal apostrophe character, WebCATS would not permit any updates to the client record and would instead display a JavaScript error. This has been fixed and illegal characters in e-mail addresses no longer prevent WebCATS from operating normally.

FIX: WebCATS was not respecting the default client view established in WinCATS if that view was one of WinCATS' system-defined views and not a custom view. This has been fixed.

Conferences Form Updates

NHANCEMENT: When creating a brand new attendee list for a conference record, you now have the option of using the merge feature to populate that attendee list with another list's members. Previously, you could only use the merge feature if at least one attendee already existed in the conference record's attendee list.

ENHANCEMENT: The Refresh Attendee Count/Fees button is no longer displayed when a conference record's associated attendee list has zero attendees.

FIX: Deleting a conference record prompted you to delete the associated attendee list, even if one didn't exist. This has been fixed and WebCATS will only prompt you to delete an associated attendee list when one exists.

FIX: Under certain circumstances, the Instructor field found in a conference record was rendered invisible, even though it was configured visible in the global configuration settings. This has been fixed.

FIX: WebCATS would not allow you to edit a conference record's linked attendee list if a carriage return was inserted into the title of a conference. This has been fixed and carriage returns are no longer allowed.

FIX: Certain dollar amounts, most notably when dollars and cents were involved, were causing WebCATS to reconcile fees improperly. This has been fixed.

FIX: Changing the owning center of a brand new conference record before the record has been saved would cause a VBScript runtime error. This has been fixed.

FIX: Previously, if you left the Conferences form before saving it while in the middle of creating/editing survey questions, but then clicked Cancel when asked if you are sure you wanted to leave the form, WebCATS would "hide" the survey questions until the next time the record was opened. However, upon opening the record, the questions would be duplicated and rearranged. Both issues have been fixed.

Contacts Form Updates

ENHANCEMENT: The Contacts form now displays activity history for the contact record that is currently open. In addition, you are now able to run inquiry reports that pertain to just the current contact. Previously, this functionality was only available to client records.

Companies Form Updates

ENHANCEMENT: When promoting a company record to a client record via the "Make Client" command, the Initial Status field (found in the "SBA Data" area of the resulting client record) now defaults from the company record's Company Status field.

ENHANCEMENT: When promoting a company record to a client record and changing the center ownership in the resulting client record, WebCATS automatically updates the client ID format to that of the new owning center.

FIX: Previously, canceling the "Make Client" command from an open company record did not cause WebCATS to return you to the company record. Instead, WebCATS returned you to the client record summary view. This has been fixed.

FIX: Previously, promoting a company record to a client record and then editing the center ownership of the newly created and open client record cause a SQL error to be returned. This has been fixed.

Counseling Sessions Form Updates

FIX: Exiting a counseling session record while the "Add Clients" or "Add Counselors" pop-up window was open caused this window to remain open as an orphaned window. This has been corrected and the "Add Clients" and "Add Counselors" windows now auto-close when this situation occurs.

FIX: Accidentally introduced in build 405, WebCATS was saving only the first client and counselor assigned to a counseling session record (even when multiple clients and/or counselors were assigned) upon record creation. This was not an issue when editing counseling session records, only creating counseling session records.

Inquiries Form Updates

FIX: The detail or summary views for inquiry records were capable of displaying an unlimited number of decimal places for contact time if that was what was entered in. This has been fixed and the read-only views now round to the third decimal place.

Milestones Form Updates

FIX: The saving of an edited "success story" milestone record was taking significantly longer than the saving of other milestone record types. This has been fixed.

Lists Form Updates

ENHANCEMENT: Zero-member lists are no longer included in the list selection when performing a list merge.

Awards Form Updates

FIX: Previously, award records only supported award amounts that consisted of eight digits or less. Now, award amounts can extend to 14 total digits.

Report Updates

NEW: Added links from calculated worksheets that open help files explaining how WebCATS calculated the worksheet.

ENHANCEMENT: Previously, if you ran reports against a set of records from multiple centers, WebCATS would silently omit any center records that you didn't have report permissions for. Now, WebCATS reminds you with a pop-up window that you do not have report permissions for all listed records and that the resulting report output will not contain all the records listed.

FIX: The Activity by Counselor, Activity by Client, and Activity Business Size reports, run from the client history activity pane, had a few formatting issues. These have been fixed.

FIX: The Sessions by Center, Sessions by Counselor, and Sessions by Business Size reports, run from the summary view of the Counseling Sessions form, had a few formatting issues. These have been fixed.

FIX: Counseling session reports that reported on counseling sessions with multiple clients and/or counselors present were not displaying or calculating properly in all cases. This has been fixed.

FIX: Some reports were not correctly imposing a maximum column width value on their Company/Client Name columns. This was causing these columns to expand to the width of the longest name present, which then could, in some cases, force the right-most column off the printed version of the report.

FIX: WebCATS uses cookies to remember the report parameters you most recently set when running a report for a particular form. For example, it retains the most recently selected report type, center selection(s), and checkbox choices. However, WebCATS was not retaining the most recent sort order. This has been fixed.

FIX: Running the "Activity by Center" or "Activity by Business Size" report from the activity history list of an open counselor caused a "No data satisfying report criteria" message to display. This has been fixed.

Bid Match Updates

ENHANCEMENT: When activating or inactivating a profile from the client record, a message now displays informing you that it may take up to 24 hours for the change to be reflected in the WebCATS interface.

FIX: In some cases, the editing and saving of a client record that is set to deliver bid matches via e-mail was causing WebCATS to "lose track" of the company e-mail address and display the following error message even when a company e-mail address did exist: "You must specify a company e-mail address in order to set the Bid Match Output Type to E-mail." This has been fixed.

FIX: WebCATS would allow you to submit a new profile that indicates "Selected Groups" as an FSG restriction, but does not contain any actual restrictions. This is no longer allowed.

General WebCATS Updates

FIX: Previously, clicking the "Client ID" column header in the client summary view did not always sort records correctly based on their associated IDs. This has been fixed in this build.

Form Updates

ENHANCEMENT: When you enter a phone or fax number in a WebCATS form, WebCATS now verifies that you enter the correct number of digits (either seven or ten), and automatically formats your entry by adding parentheses around the area code and a hyphen after the first three digits.FIX: Previously, when specifying a work phone number, fax number, e-mail address, county, and/or political district in the New Client Merlin's "Contact Information" screen, these values did not default into their corresponding fields in the company information portion of the merlin. This has been fixed so that contact field values now correctly default to their company-field counterparts in the New Client Merlin.

FIX: Previously, the Work Phone value in the New Client Merlin's "Contact Information" screen did not default from the Home Phone field, as expected. This has been corrected in this build.

FIX: Previously, when the company location ZIP Code in the New Client Merlin defaulted from the contact ZIP Code, then the HUBZone and Distressed Area? values for the company did not default from the settings mapped to that ZIP Code in the WinCATS global configurations. This has been corrected in this build.

FIX: Previously, setting some Contacts form fields--such as the e-mail, fax, phone number, or political district fields--to mandatory in the WinCATS global configurations caused the corresponding company fields to also be treated as mandatory in WebCATS' New Client Merlin. This has been corrected in this build.

FIX: Previously, if differing counties were selected for a contact and its corresponding company in WebCATS' New Client Merlin, then the resulting company record referenced the county selected for the contact instead of the company. This has been corrected in this build.

FIX: Previously, if you attempted to exit the WebCATS New Client Merlin without saving your new client record and then, when prompted, chose to return to the merlin screens and complete your entry, the Counselor value in the first merlin screen reverted back to its initial default instead of retaining the value that you selected. This has been corrected in this build so that your Counselor selection is retained when you return to the New Client Merlin screens after an exit attempt.

ENHANCEMENT: Starting in this build, if you leave a mandatory user-defined field blank in the final New Client Merlin screen or Clients form, WebCATS immediately displays a pop-up error alerting you to this condition when you attempt to save the record. Previously, WebCATS would first attempt to save the client record and then display an error at the top of the merlin or form screen (returning you to the very first merlin screen in the case of the New Client Merlin).

FIX: Previously, the New Client Merlin, Companies form, and Contacts form allowed an "(Undefined)" selection in the County field when this field was configured as mandatory in WinCATS' global configuration settings. This has been corrected in this build.

ENHANCEMENT: Starting in this build, when you choose to delete a contact record, WebCATS displays a helpful pop-up message indicating how many associated inquiry records will also be deleted and how many lists the contact will be removed from, and prompts you to confirm the deletion.

FIX: Previously, when attempting to add or delete a work phone number for a company contact from the "Company Contacts" portion of the Companies form or the "Company Relationship" portion of the Contacts form, the phone number change was not saved. This has been corrected in this build.

FIX: Previously, in the Clients form's lower activity history pane, session hours were always represented with three decimal places (e.g. "3.000") even when this was not necessary. This has been corrected so that session hours only include three decimal places when this is needed (e.g. "1.532" hours is acceptable, but so is "3" hours). The same correction has been made for the Total Session Hours value at the bottom of WebCATS' counseling session summary screen.

FIX: Previously, when editing existing company, contact, or counselor records, minor display issues were encountered when modifying or adding e-mail addresses. For example, using the TAB key to move to the E-mail field could cause the field to appear blank due to a text scrolling issue. These minor issues have been corrected in this build.

FIX: Previously, when making a milestone-triggering change in the Clients or Companies form (such as increasing the value in the Full-Time Employees or Part-Time field), users were prompted to create a new milestone record even if they did not have permissions to add new client activity records. This has been fixed in this build so that only users with the required record add permissions are prompted to create new milestones when editing clients or companies.

FIX: Previously, when automatically creating a milestone record based on a Company Status field change, WebCATS inserted a "&gt;" or "&lt;" instead of a ">" or "<" (greater-than or less-than symbol) in the milestone Notes field when indicating whether the company's status had changed to "Start-up (in bus.< 1 year)" or "In Business ( > 1 year)." This has been corrected in this build so that WebCATS properly inserts the ">" and "<" symbols in the milestone notes in this case.

ENHANCEMENT: Enhanced the Total # of people (excl. Counselors) field in the Counseling Sessions form to automatically increase by 1 for each client that you choose to associate with the current record during an add or edit session. Previously, this field was not automatically updated and had to be configured manually for each session record.

FIX: Previously, if a non-impact milestone type was selected as the default in WinCATS' global configurations, WebCATS' New Sessions Merlin initially displayed the two "initial" milestone fields as updateable instead of disabling them as expected. This has been corrected in this build.

FIX: Updated the Milestones form and New Sessions Merlin to prevent users from saving milestones with extremely large numbers (exceeding 99,999,999) in the Amount or Initial Amount fields. Previously, saving very large numbers in either of these fields caused SQL errors when attempting to view or report on milestone records in WebCATS.

FIX: Previously, if the Force fee distribution to reconcile? option was selected for conferences in WinCATS' global configuration settings, WebCATS allowed users to save conferences even if the total number of fee payers under the Conferences form "Number of Payers" heading did not match the sum of the Total Attendees and Total "no shows" field values under the "Attendee Classification" heading. This has been corrected in this build so that these two totals must be equal in order to save a conference record when Force fee distribution to reconcile? is enabled.

FIX: Previously, in the Conferences form, unused survey response columns incorrectly displayed ":" (colon) headings and "0" (zero) totals in the view-only version of the form. This has been corrected in this build.

Report Updates

NEW: Added a new client report, "Blank Client Intake Form (641 Parts I/II)," which lets you generate a blank copy of the Client Intake Form without any client information filled in.

ENHANCEMENT: Updated the client address list, phone list, and conference attendance reports to display each point-of-contact's first name, last name, and middle initial as three separate fields in comma-delimited report output rather than as a single field.

ENHANCEMENT: The Client Intake Form (641 Parts I/II) report output now includes client IDs in addition to client names.

FIX: Previously, in the Company Listing report, the total number of companies listed at the bottom of the report was incorrectly labeled "Clients" instead of "Companies." This has been fixed in this build.

FIX: Previously, including an ampersand (&) in the Contacts form First Name field caused SQL errors when running some related contact, company, client, and counseling session reports. This has been fixed in this build.

FIX: Previously, when running the Counseling Information Form (641 Part III) report for a counseling session where the SBA Counseling Area, Additional Assistance, or Language Used field was "Undefined," that field's corresponding Other option in the report output was selected, with an "Undefined" value filled in for it. This was incorrect and has been fixed so that when an "Undefined" value exists for a session field, none of the corresponding check boxes in the Counseling Information Form are selected, and no value is filled in next to the Other check box.

FIX: Previously, in the Conference Evaluation Form and Conference Evaluation Responses reports, survey questions were listed in alphabetic order rather than the order shown in the Conferences form detail view. This has been fixed so that the order of the survey questions in these reports matches the order in the Conferences form.

FIX: Previously, in the Conference Evaluation Responses report, unused survey response columns incorrectly displayed 0 (zero) totals in the output. This has been corrected in this build.

FIX: Previously, attempting to send a mass e-mail from WebCATS with a blank Bcc field sometimes caused the e-mail delivery to fail with an error. This has been corrected in this build.

FIX: Previously, when generating a mass e-mail from a client or list view, the Reply To field defaulted to 0 (zero) for centers without default e-mail addresses. This has been corrected so that this field now defaults to the center's Softshare mailbox address (e.g. 1111@softshare.com) if an e-mail address is not specified for the center.

FIX: Previously, if you clicked any of the line-item totals under headings 17 or 19 (prime contracts or subcontracts received) in the DLA 1806 worksheet output, WebCATS displayed client award totals as dollar amounts rather than simply numeric values. (For example, a record with two awards represented displayed an award total of "$2.00" rather than simply "2.") This has been corrected.

General WebCATS Updates

FIX: Previously, at sites with very large quantities of clients, selecting a client record to view in WebCATS had the potential to cause a substantial delay (30-45 seconds) prior to displaying the client details. This has been fixed in this build.

FIX: Previously, clicking the E-mail button in the client summary screen displayed a run-time error if neither a Softshare account nor an e-mail address was specified for the active center in the WinCATS Centers form. This has been fixed so that clicking E-mail in this case displays a pop-up message indicating that you must specify an e-mail address or Softshare account for the center if you want to generate mass e-mails for clients. <

Form Updates

NEW: Added a new Validate Address button for the mailing address fields in the Clients, Companies, Contacts, Conferences, and Counselors forms. This function uses a validation program created by the U.S. Postal Service to verify the address, city, and ZIP Code information that you specify in your data forms, for use with shipping transactions. By default, this feature is available only for Softshare-hosted WebCATS installations. If you want to enable address validation for a self-hosted WebCATS installation, then you will need to contact Softshare and obtain the appropriate permissions from the U.S. Postal Service.

FIX: Previously, WebCATS' New Client Merlin had the potential to display an already-assigned client ID as the initial default for a new client. Starting in this build, however, the New Client Merlin will only display unused IDs as initial defaults, even when the next new ID in the corresponding WinCATS center record is set to an already-assigned ID number.

FIX: Previously, when a one-character prefix was specified for a center's client IDs in the WinCATS Centers form, then WebCATS ignored the prefix altogether and did not apply it when generating new client IDs. This has been fixed in this build.

FIX: Previously, if a WebCATS or WinCATS user attempted to save a new counseling session record at the exact same time as another WebCATS user, one or both of the saved sessions had the potential to be corrupted, or linked to the wrong counselor(s) or client(s). This has been corrected in this build.

FIX: Previously, on the WebCATS Conferences form, the Hispanic/Latinos attendee classification field displayed below Total Minorities in the form layout. This had the potential to cause confusion, since 'CATS does not tally attendees in this field in the Total Minorities field. For this reason, the Hispanic/Latinos field now displays above the Total Minorities field in this build.

Report Updates

ENHANCEMENT: Enabled the following sort-by options for the Counseling Information Form (641 Part III) report, accessible from the counseling session summary view in WebCATS: "Session Date," "Client ID/Session Date," and "Contact Name/Session Date."

FIX: Previously, some client activity reports did not properly display activity record details--such as session hours, funding source, and so on--when run from the lower pane in the Clients form for a client with only one associated activity record. This has been corrected in this build.

FIX: Previously, selecting the Include Comments? or Include Notes? option for some client activity reports when run from the lower history pane in the Clients form had no effect on the reports' output. This has been fixed so that selecting either of these options reports on activity-record comments or notes as expected.

Search Profiles

FIX: Previously, deselecting the Active? check box in the Clients form for a profiling client ("Bid Match" service type) did not prompt you to inactivate the associated search profile. This has been fixed so that you are given the option to inactivate the search profile when removing a profiling client's active status.

FIX: Previously, deselecting the Active? check box for a client with a "Bid Match" service type caused the Service Type field to be automatically set to "None." This has been fixed in this build so that Service Type is not updated unless you choose to inactive the client's profile and your change request is processed by Softshare.
